The aim of this assignment is to get an updated status of the extent and characteristics of homelessness in Norway. The survey must be able to be compared with the results from previous mappings of homelessness in Norway.
An analysis must be carried out of the material connected to the composition and development characteristics amongst homeless people in Norway. This analysis must also look at reasons for changes in the number of homeless people in the previous mapping in 2016. The purpose is that the tenderer will also give advice and input for an operative definition of the number of homeless people.
The assignment involves mapping homeless people in 2020, week 48. The same method for mapping persons without a place to live has been used in all the previous mappings (1996, 2003, 2005, 2008, 2012 and 2016). The method is described in previously published reports. The method and the previous mappings are thoroughly assessed in a new report that looks at possible explanations for the reduction in 2016 (Dyb 2019). The same method must be used in 2020.
The assignment is announced with an option for continuation in 2020 and 2021.
The assignment in 2019 will mainly involve planning and preparations for the mapping in 2020. This includes obtaining the required permits for carrying out the survey. The assignment that will be carried out in 2019 has a value of up to 400 000 NOK excluding VAT. The assignment must be completed by 15.12.2019.
The assignment in 2020 will mainly consist of preparing the final questionnaire, contacting respondents and carrying out the survey. Registering homelessness must be carried out in week 48 in 2020.
The assignment in 2021 will mainly consist of analysis and communication of results. The report deadline is 1.6.2021.
The option for 2020 has a value of up to 720 000 NOK excluding VAT, and the option for 2021 has a value of up to 800 000 NOK excluding VAT.
Status reports for the assignment must be submitted by 15 December in 2019 and 2020.
The use of the option for 2020 and 2021 depends on the available budget resources, as well as an assessment of the professional progress in the project.
