1. The subject of the order is the succession supply of liquid fuels and gas.
2. The subject of the contract consists of four tasks that can be carried out jointly or separately, i.e.:
Task 1: Supply of diesel fuel
Task 2: Supply of unleaded petrol 95
Task 3: Supply of unleaded petrol 98
Task 4: Supply of liquefied petroleum gas (LPG)
Task 1: Supply of diesel fuelThe subject of the contract is the supply of diesel oil PN-EN 590 for:
1) Miejskie Zakład Komunikacji Spółka z o.o. in Koszalin in the amount of 3400 m³ / term of the Agreement;
2) Przedsiębiorstwo Gospodarki Komunalnej Spółka z oo in the amount of:
- diesel fuel stored in tanks MZK Sp. z o.o. in Koszalin at 9 Gnienieńska Street - PN-EN 590 in the amount of 600 m³/the duration of the Agreement;
- diesel oil stored at a petrol station located on the premises of the Regional Waste Recovery Plant in Sianów, ul. Łubuszan 80 - PN-EN 590 in the amount of 195 m³ / term of the Agreement.
3) Miejskia Energetyki Cieplnej Sp. z o.o. in the amount of 72 m³ / term of the Agreement. Diesel oil will be stored in the tanks of MZK Sp. z o.o. in Koszalin at 9 Gnieźnieńska Street
The supplied diesel oil must meet the requirements of the currently applicable Polish Standards, i.e. PN-EN 590
and quality requirements for diesel oils specified in the Regulation of the Minister of Economy of 09.10.2015 on quality requirements for liquid fuels (Journal of Laws 2015, item 1680). The technical and chemical parameters of the supplied diesel oil may not be worse than those specified in the annexes to the above-mentioned Regulation.
The Employer requires that the Contractor:
1) Delivered the subject of the contract at own cost, to the service stations MZK Spółka z o.o. in Koszalin, at
Gnieźnieńska Street 9 and at Wąwozowa Street 1a and on the territory of the Regional Waste Recovery Plant in Sianowo
Łubuszan Street 80.
2) delivered the subject of the contract by road tankers, equipped with legalized meters and hoses ensuring encapsulation during flooding
fuel;
1) delivered successively, on the basis of an order placed by the Ordering Party, within 2 days
counted from the date of order.
2) The Contractor is obliged to attach to each delivery a quality certificate (laboratory certificate) of the supplied diesel fuel.
Task 2: Supply of unleaded petrol 95The subject of the contract is the supply of unleaded petrol 95 PN-EN 228 for:
1) Miejskie Zakład Komunikacji Spółka z o.o. in Koszalin in the amount of 1850 m³ / term of the Agreement;
2) Przedsiębiorstwo Gospodarki Komunalnej Spółka z o.o. in the amount of 12 m³ / term of the Agreement. Unleaded petrol 95 will be stored in the tanks of MZK Sp. z o.o. in Koszalin at 9 Gnieźnieńska Street
3) Miejskia Energetyki Cieplnej Sp. z o.o. in the amount of 0.6 m³ / term of the Agreement. Unleaded petrol 95 will be stored in the tanks of MZK Sp. z o.o. in Koszalin at 9 Gnieźnieńska Street
Supplied unleaded gasoline 95 must meet the requirements of currently applicable Polish Standards, i.e. PN-EN 228 and quality requirements for motor gasolines specified in the Regulation of the Minister of Economy of 09.10.2015 on quality requirements for liquid fuels (Journal of Laws 2015, item 1680). The technical and chemical parameters of the fuels supplied may not be worse than those specified in the annexes to the above-mentioned Regulation.
The Employer requires that the Contractor:
1) Delivered the subject of the contract at own cost, to the service stations MZK Spółka z o.o. in Koszalin, at
9 Gnieźnieńska Street;
2) delivered the subject of the contract by road tankers, equipped with legalized meters and hoses ensuring containment during fuel dumping;
3) made deliveries successively, on the basis of an order placed by the Ordering Party, within 2 days
counted from the date of order.
4) The Contractor is obliged to attach a certificate of quality (laboratory judgment) of the supplied fuel to each supply.
Task 3: Supply of unleaded petrol 98The subject of the contract is the supply of unleaded petrol 98 PN-EN 228 for:
1) Miejskie Zakład Komunikacji Spółka z o.o. in Koszalin in the amount of 86 m³ / term of the Agreement;
2) Miejskia Energetyki Cieplnej Sp. z o.o. in the amount of 6 m³ / term of the Agreement. Unleaded petrol 98 will be stored in the tanks of MZK Sp. z o.o. in Koszalin at 9 Gnieźnieńska Street
The supplied gasoline 98 must meet the requirements of the currently applicable Polish Standards, i.e. PN-EN 228 and the quality requirements for motor gasolines specified in the Regulation of the Minister of Economy of 09.10.2015 on quality requirements for liquid fuels (Journal of Laws 2015, item 1680). The Employer requires that the Contractor:
1) Delivered the subject of the contract at own cost, to the service stations MZK Spółka z o.o. in Koszalin, at
Gnieznieńska Street
2) delivered the subject of the contract by road tankers, equipped with legalized meters and hoses ensuring containment during fuel dumping;
3) delivered successively, on the basis of an order placed by the Ordering Party, within 2 days
counted from the date of order.
4) The Contractor is obliged to attach a certificate of quality (laboratory judgment) of the supplied fuel to each supply.
Task 4: Supply of liquefied petroleum gas (LPG)The subject of the contract is the successive delivery of liquefied petroleum gas (LPG) to the service stations of Miejskie Zakład Komunikacji Spółka z o.o. in Koszalin, in the amount of 850,000 liters during the term of the contract.
The liquefied gas (LPG) supplied must:
1) Meet the Polish Standard for Liquefied Gas (LPG): PN-EN 589+A 1:2012 P;
2) Meet the quality requirements for liquefied petroleum gas (LPG) specified in the regulations issued on the basis of Article 3(2)(3) of the Act of 25 August 2006 on the fuel quality monitoring and control system (Journal of Laws of 2022, item 1315, consolidated text), and in particular specified in:
- Regulation of the Minister of Energy of 14 April 2016 on the quality requirements for liquefied gas LPG (Journal of Laws of 2021 item 1293);
- Regulation of the Minister of Economy of 31 January 2007 on the method of sampling of liquefied gas (Journal of Laws of 2007 No. 44 item 279);
- Regulation of the Minister of Energy of 17 January 2017 on methods of testing the quality of liquefied gas LPG (Journal of Laws of 2021, item 2502).
- comply with the amended, in the course of the contract, standards and regulations defining quality requirements.
The Contractor shall indicate the producer of liquefied petroleum gas (LPG) and/or the distributor from which it will purchase liquefied petroleum gas (LPG) for resale to the Ordering Party by submitting an appropriate statement. This statement is part of the offer. If the Contractor is also a producer of liquefied petroleum gas (LPG) – submits a statement that it is a producer of liquefied natural gas (LPG) and that liquefied petroleum gas (LPG) supplied to the Ordering Party comes from its own production. The contractor shall also submit a statement that the offered liquefied petroleum gas (LPG) is produced in accordance with the standards referred to in points 1) and 2) and transported in accordance with the requirements of specific regulations on the transport of hazardous materials, specified in the ADR contract, this statement must be attached to the tender.
The Employer requires that the Contractor:
1) Delivered item of order:
(a) satisfying the requirements laid down in the SWZ;
(b) autocysterns equipped with legalised meters and hoses providing encapsulation when sinking LPG liquefied gas;
c) at own cost, at the service stations MZK Spółka z o.o. in Koszalin, at 9 Gnienieńska Street and at 1a Wąwozowa Street.
2) made deliveries successively, on the basis of the order placed by the Ordering Party by email, within 2 working days counted from the date of order.
3) The Contractor is obliged to attach a certificate of quality (laboratory judgment) of the gas supplied to each supply. The quality certificate must contain the results of analyses of parameters specified in the Regulation of the Minister of Energy dated 14.04.2016 (Journal of Laws of 2021 item 1293).
