The framework agreement without minimum or maximum is made in application of articles L. 2125-1 1º, R. 2162-1 to R. 2162-6, R. 2162-13 and R. 2162-14 of the order code public. It will give rise to the issue of purchase orders. Each lot will be awarded to a maximum of 3 economic operators (subject to a sufficient number of offers). The allocation of purchase orders will be made without negotiation or competition. They will be allocated according to the so-called "rotating" method. The choice of the holder is made in rotation according to the classification of its offer when the framework agreement is awarded. 1
