1. The subject of the order is the provision of services for manual sorting of municipal waste along with the performance of preparatory works for the sorting of waste and work involving the manual dismantling of bulky waste at the premises of Zakład Rozwoju Gospodarstwa Krajowego (ZZO) in Legnica at ul. Rzeszotarski. 2.The estimated number of man-hours in the provision of the service which is the subject of the contract is 133,980 man-hours. The Purchaser reserves that the provided number of man-hours is estimated and may be reduced depending on the Purchaser's needs without incurring financial consequences. 3. The Contractor is obliged to provide a social and living room in accordance with OHS requirements for employees posted to provide the service at the place indicated by the Employer in the ZZO. The social and living room should be equipped with washbasins, showers and toilets. 4. The description of the subject of the order is Annex 1 to the model contract, which is Annex 4 to the ToR.
1. The scope of work includes: 1) manual sorting of mixed municipal and raw waste into fractions (plastics, foil, waste paper, glass and other materials indicated by the Employer) at a mechanical sorting line and in other places indicated by the Employer
At the ZZO, 2) manual sorting of other wastes (e.g. construction) into individual fractions (plastics, foil, waste paper, glass, etc.) in places indicated by the Employer at the ZZO, 3) works related to the preparation of waste for sorting and unloading, i.e. separation of terracing waste, tearing bags, etc., 4) manual disassembly of bulky waste using simple tools provided by the Contractor (hammers, axes, crowbars, hand saws, etc.), 5) maintaining order at the workplace and in adjacent surroundings, 6) cleaning works in the ZZO and adjacent area. 2. The service will be provided from Monday to Friday from 06.30 to 22.00 (shift work) and on Saturdays from 07.00 to 15.00 (eight-hour shift). For the dismantling of bulky waste, an eight-hour change is expected five days a week. The Employer reserves the right to modify the working time, including the number of hours per shift, of which he will inform the Contractor at least 24 hours before the planned modification. The modification of working time may also concern the launch of the third shift. 3. The Employer provides that the works will be performed from Monday to Friday by 46-48 people during the day, and on Saturdays by 44-46 people. The Employer reserves the right to modify the number of employees (decrease or increase) about which he will inform the Contractor at least 24 hours before the planned modification. 4. The Contractor shall appoint: 1) Foremen (at least two people) who will supervise and coordinate the work of persons performing activities covered by the contract, 2) Health and Safety Coordinator who will supervise compliance with OHS regulations by persons performing activities covered by the contract and will a contact person for the Employer regarding health and safety issues. Foremen and OHS Coordinator should demonstrate knowledge of Polish, and in the case of employment by foreigners who do not speak Polish, by the Contractor or Subcontractor, also the language or languages spoken by employees delegated by the Contractor or Subcontractor to perform the contract. 5. According to art. 29 paragraph 3a of the Public Procurement Law, the Employer requires employment by the Contractor and Subcontractors on the basis of an employment contract of persons performing activities as part of the contract: manual sorting of mixed municipal and raw waste into fractions (plastics, foil, waste paper, glass and other materials indicated by the Employer) at a mechanical sorting line and in other places indicated by the Employer in the ZZO, manual sorting of other waste (e.g. construction) into individual fractions (plastics, foil, waste paper, glass) in places indicated by the Employer in the ZZO, manual dismantling of bulky waste at using simple tools provided by the Contractor. The contractor should collect all information necessary for the correct calculation of the offer price. Before submitting the offer, the Contractor has the option of making a local vision of the area where the subject of the contract will be implemented. The date of the local visit should be agreed by phone with the Head of the Waste Management Plant (76 / 856-63-43), and then the Employer should be notified about the planned visit via electronic means of communication (e-mail: Przetargi@lpgk.pl or the Purchaser's Purchasing Platform, about which referred to in section II of the ToR). All costs related to making the site visit shall be borne by the Contractor.
