The object of the procurement is an automation system and automation installation in Helen Ltd's heating and cooling plant to be built in Eiranranta, Helsinki.
The procurement comprises an automation system package (operational automation with switchboards,
with enclosures and field equipment (OPTION), control room system, interfaces and signalling
remote control system, remote access system and central reporting system
as well as the (preliminary) invitation to tender for the installation and cabling of the entity and its
to the extent described in the annexes.

Within the procurement limits, the procurement must form a technically and economically expedient entity and all the materials and equipment required for this,
Licenses, design, documentation and work are part of the procurement. In doing so, particular account shall be taken of interfaces with other systems. The Supplier is responsible for the correct operation of its own delivery scope, the planned implementation of installations and their safety.
The package is considered to include all necessary HW and SW design and installation work related to the scope of delivery, documented and commissioned.
Devices and systems must meet all applicable EU regulations and requirements, and they must be CE marked and issued
vaatimustenmukaisuusvakuutus.
All software and licenses related to this procurement and their adequacy are the responsibility of the Supplier and are considered part of the procurement.
The procurement includes the Supplier's participation in the plant tests until the functionality of the installations as part of the plant's electrical and control system can be verified.
All equipment and systems included in the procurement will be delivered fully operational, tuned and tested, including all internal wiring and cabling.
The tender shall include the automation system to be procured and the transport and installation of the automation installation package to the plant and installations at the plant.
The object of the acquisition will be located underground in a cavern.
The target delivery time for the optional field devices is 8/2024. The target date for the commissioning of the object of procurement is 24.10.2025.
The equipment to be procured forms a natural whole, which is why the tendering process is carried out as a single entity.
The scope and details of the procurement are described in more detail in the tender documents, which are delivered in full scope to the Tenderers selected on the basis of participation requests by means of a preliminary invitation to tender or otherwise. However, the shortlisted supplier candidates must, before this, sign a non-disclosure agreement based on Helen's NDA basis due to technical material. The procurement will be carried out through a negotiated procedure in accordance with the Act on Public Contracts in Special Sectors.

10-11/2023 - Sending preliminary invitation to tender to selected Tenderers
The offer period for preliminary offers is approximately 3-4 weeks.
11/2023-1/2024 - Possible rounds of negotiations
12/2023-2/2024 - Sending the final invitation to tender to the selected Tenderers
The offer period for final offers is approximately 2 weeks.
2-4/2024 - Decision on acquisition.
The contract shall be signed as soon as it is technically possible.
