The procurement primarily concerns Bergen Water, and the contest is designed with this as the basis and is being held by Bergen Water.
There are two other entities that have an option not procure the same system that Bergen Water chooses, without a separate contest. These are Bjørnafjorden Municipality and ØyVAR AS.

Bergen Water is responsible for the water and sewage in Bergen Municipality. We currently have a SCADA system from Cactus that manages control and monitoring of all water and sewage installations in Bergen.
The current Cactus system was procured in the 1990s and has been expanded as and when Bergen Municipality has acquired more installations and communication systems for them. The system is run on a network that is separate from the administrative network, and is not exposed to the internet. It is currently run by the contracting authority's own personnel on dedicated equipment.

We would now like to procure a new top system whilst the existing equipment is continued at a lower level.
The new system will be implemented whilst the old system is in full operation.
