The contract essentially comprises three aspects: evaluation, monitoring and adaptation / amendment of existing funding programs and further development of the National Climate Initiative (NKI).
The contract essentially comprises three aspects: evaluation, monitoring and adaptation / amendment of existing funding programs and further development of the National Climate Initiative (NKI). The subject of the evaluation is to assess the effects of NKI as part of a comprehensive review of success. The programs, guidelines and projects for the period from 2018 to 2021 are subject to an ex-post evaluation. To this end, an appropriate methodology and evaluation design has to be developed taking into account the results of the previous NKI evaluations (work package 1). When carrying out the evaluation, it is to be determined with the target achievement control by a comparison of the planned program goals with the actually achieved goal realization (target / actual comparison), which degree of achievement is given at the time of the evaluation. The impact assessment is used to determine whether the investigated measure was suitable for the achievement of the objective and was the cause (work package 2). Selected NKI programs must be scientifically supported. From this, in combination with the results of the evaluation, recommendations for the optimization and adaptation of existing support programs are derived and implemented within the framework of the respective amendments (work package 3). The aim of further development is to optimize and expand the profile and portfolio of NKI with regard to their contribution to achieving national climate protection goals. Recommendations for the further development of NKI's profile and portfolio as well as new funding programs will be developed (work package 4).
In addition, as a result of the constantly changing political processes, ad hoc services that can not yet be specifically written (statements, short studies, short evaluations) have to be provided (work package 5). Furthermore, the BMU's public relations work for the NKI is to be supported by specialist articles and participation in specialist events (work package 6) as well as networking events and specialist workshops (work package 7).
