The assignment concerns the drawing up of a policy plan Room for Herentals, Noorderwijk and Morkhoven.
The assignment consists of the following parts:
- strategic vision,
- residential study,
- policy framework housing, including action plan,
- policy framework mobility, including action plan,
- parking policy plan in the center of Herentals,
- traffic circulation plan in the center of Herentals,
- EIA plan (conditional part),
- third policy framework (conditional part).
With the strategic vision we look at the long term (2040 - 2050). We put the many things that come our way into perspective and redefine the focus.
The housing vision must be strongly embedded in spatial policy. This assignment therefore consists of drawing up a new housing policy plan, albeit integrated within the spatial policy plan. The housing sub-study must provide qualitative and quantitative insights into the housing market (supply, need, housing wishes, motives, available patrimony / typologies, [...]) in Herentals, Noorderwijk and Morkhoven, now and in the future, depending on the preparation / substantiation of the strategic vision and the policy frameworks. On the one hand it must contribute to objectification and on the other hand help to achieve useful and understandable results at the local level. Much importance is attached to relevant, concise analyzes and concepts that are substantively strong and help to better understand the city and expect the correct visualization techniques (map material, [...]) so that the challenges of the city become very tangible.
The two policy frameworks with a focus on housing and mobility are operational in nature. They concretize the strategic objectives into goals and actions for a shorter term (two legislatures). A price is asked for the drawing up of a third policy framework as a conditional part.
The mobility vision must be strongly embedded in spatial policy (and vice versa) and it is therefore opted to integrate the drawing up of a new mobility plan into the new spatial policy plan. The policy framework with a focus on mobility must on the one hand comply with the legal provisions of the Flemish Codex Spatial Planning, but also the legal provisions for drawing up a local mobility plan.
The parking and traffic circulation plan for the center is deliberately brought forward. Although within the outlines of the strategic vision, steps must be taken in the short / medium term to improve the quality of life in our city center. Both plans are also necessary in function of various urban development projects, in particular the Olympiadelaan, Belgiëlaan and Augustijnenlaan axis.
The preparation of an integrated strategic plan EIA is included as a conditional sub-assignment.
Our experts by experience of the city, our villages and open space (residents, experts, visitors, employees of the city of Herentals, urban development sector, ...) are closely involved and participation / co-creation is the common thread through this process. Participation helps to gain more insight into what is going on, what is being experienced, it encourages people to think about the future of their environment, it makes people think more consciously about the challenges facing the city, ...
Design research is seen as an important tool throughout the entire process to investigate the various issues facing the city, at different scales. It is an instrument that can be used very widely: to visualize, to objectify, to inspire, to test, [...].
The preparation of this policy plan takes a longer time. That is why it is expected to focus on quick wins during the process, which can take various forms. From a concrete card that supports us with actions already decided (water softening card, [...]) to an effective one ... (see contract documents)
