This consultation is a competitive dialogue procedure, as provided for by the provisions of Articles R.2161-24 to R.2161-31 of the Public Procurement Code, implemented with a view to the conclusion of a framework agreement for urban project management on the design and implementation of an urban project. The urban project concerns the renewal of the sector called "Heart 2 city".the procedure is presented according to 3 stages: 1: selection of candidates; 2: dialogue phase consisting of discussing with the selected candidates to identify the best solution(s); 3: Choice of the most economically advantageous offer. The number of candidates admitted to participate in the dialogue is 3. A bonus will be awarded to all participants in the dialogue of EUR 25 000 per participant. The consultation regulation lays down the conditions under which it could be reduced or abolished

the Framework Agreement is concluded without minimum and with a maximum of EUR 3,000,000 excluding VAT over its entire duration. The maximum amount indicated is only estimated and the actual amount of the framework agreement will depend on the actual work carried out on this project. The purpose of the framework agreement and the subsequent contracts to be concluded on its basis relates to the following aspects: - part A: urban design mission- part B: urban, architectural and environmental coordination mission- part C: project management mission for public spaces- part D: assistance and animation of the consultationeach component will be the subject of one or more subsequent contracts
