Description:
Remseck western edge road in the course of the L1140/L1100/L1197/L1142

Engineering services are to be awarded according to the architects' and engineers' fee schedule (HOAI) in the version valid at the time of conclusion of the contract. The following object plans are assigned:

Property planning of transport facilities according to part 3, section 4, § 47 HOAI 2021:

- LPH 1+ 2;

- optional LPH 3 + 4;

Property planning engineering structures in accordance with Part 3, Section 3, § 43 HOAI 2021 for noise protection and drainage facilities:

- LPH 1+ 2;

- optional LPH 3 + 4;

Special services.

The intention is to award it within the framework of several stages. First, basic determination (LPH 1) and preliminary planning (LPH2) are to be commissioned. The transfer of the LPH 3 + 4 is intended. However, there is no legal claim. For more information, see point II.2.14.

The city of Remseck am Neckar is a large district town with around 27,000 inhabitants and is located northeast of the city limits of Stuttgart, between the middle centers of Ludwigsburg and Waiblingen.

Due to the infrastructural situation, there is a high volume of local and supra-regional traffic. This should be bundled and the current frequent congestion situations should be reduced.

For the implementation, the city of Remseck is planning to build the Western Edge Road and the West Edge Bridge. The existing state road will be moved to the new route to be planned. The planning of the new road and bridge is intended to create a new center for Remseck am Neckar in terms of urban development. The old state road is to be rebuilt and include the public transport and bicycle expressway route. The existing bridge will be maintained and will be used exclusively for public transport, foot and bicycle traffic in the future.

The extension length of the western edge road is approx. 1,200 meters. In addition, there is the expansion of Fellbacher Strasse over a length of approximately 700 meters, the connection of Meslay-du-Maine Strasse and the connecting branches of the L 1100, L 1140, L 1142 linked state roads.

Services to be provided:

The contract planning for transport facilities is advertised for the service phases 1+2 and optionally for the service phases 3+4 in accordance with Annex 13 of the current version of the HOAI and in accordance with the sample texts for planning and design services for road transport facilities of the HVA F-StB as well as in accordance with the technical contract conditions Construction planning of transport facilities (TVB traffic facilities). The L 1100/L 1140 is to be classified in design class 3 (ECL 3). The design elements are to be selected in accordance with the current guidelines for the installation of country roads (RAL). For urban sections, planning must be carried out in accordance with the guidelines for the installation of city roads (RAST).

The project planning engineering works (noise protection and drainage facilities) for the work phases 1+2 or optionally for the work phases 3+4 in accordance with Annex 12 of the current version of the HOAI and in accordance with the sample texts for planning and design services for road traffic facilities of the HVA F-StB and in accordance with the sample texts for planning and design services for road traffic facilities of the HVA F-StB is also included to the technical terms and conditions of contract to fully carry out object planning engineering works.

Due to intensive citizen participation, detailed acoustic investigations are already required in performance phase 2, which go beyond the HOAI's performance profile for the (approximate) determination of sound immissions as part of the construction planning of traffic facilities. Acoustic tests must be carried out in accordance with the requirements of the 16th BImSchV and, based on this, the necessary noise protection measures must be determined. The calculation is to be done with software that takes into account the new noise calculation guideline RLS-19 and enables import and export to sound plan formats or the QSI interface format.

Buildings:

The bridge structures to be newly planned are not part of the project planning engineering structures. However, they must be taken into account in the construction planning of transport facilities in accordance with TVB - transport facilities (conditions for the services — performance phase 3: design planning - paragraph: engineering structures). Continuity for motor vehicle traffic should always be guaranteed during the construction period. Closures are only possible during demolition work and must be shifted to low-traffic periods. This is to be illustrated in the construction process concept.
