Acquisition and digital processing of topographic elevation information using laser scanning technology for the nationwide continuation of digital elevation models of the state of North Rhine-Westphalia.
Area 1 (2512 km2)(1) The client has the legal mandate to record, document and provide information about the topographical conditions of the state of North Rhine-Westphalia (NRW). The subject of this topographic survey is, among other things, the collection and provision of topographic elevation information in accordance with the product specification of the Working Group of the Surveying Administrations of the States of the Federal Republic of Germany (AdV).
(2) The client intends to derive digital elevation models (DHM) and 3D building models from the 3D measurement data. Digital elevation models consist of a digital terrain model (DTM) with a grid or grid width of 1 m and a digital surface model (DOM) with a grid width of 1 m. The quantity and quality of the recorded data must therefore be suitable for the AdV-compliant derivation of DOM and DTM. Furthermore, the client intends to continue an existing 3D building database from the 3D measurement data. The completeness of the covered roof surfaces is therefore of great importance.
(3) For 7232 km2 of North Rhine-Westphalia, relief data are to be recorded and digitally processed by means of airborne laser scanning technology (LIDAR scanner) in the full waveform for the construction of digital elevation models. The required measuring point density is at least 4 points / m2 both on the ground (last return, last and only-return soil) and on the surface (first return, intermediate-return, load and only-return not soil)
(4) This call for tenders is divided into three disposals (territorless), which correspond to the individual areas of work. Scope, location and descriptions can be found in the attached overview (Appendix 1 to this SOW) and in the table below.
(5) The contractor is responsible for carrying out flight planning and flying as well as data collection and processing for the respective lot commissioned.
