The authority is seeking to establish a contract for the provision of communal heating metering and billing services for its secure meters liberty heat meters. The authority has both Liberty Connect and Liberty Connect 100 meters.
The authority has installed the secure meters liberty heat metering solution into 631 dwellings with communal heating (265 Liberty Connect, 366 Liberty Connect 100) and is looking to appoint a metering and billing contractor to sell and bill heat to these dwellings.
The appointed metering and billing contractor will provide a service to collect revenue from the authority’s residents purchased as credit on their pay-as-you-go communal heating meter. The cost for providing this metering and billing service will be passed through to residents priced into the heat tariff.
Collected funds from residents will be transferred to the authority on a monthly basis. The appointed contractor will work with the authority to set appropriate tariffs and standing charges on an annual basis to ensure that costs incurred to generate heat costs (such as gas bills) are recovered and reconciled. The contractor will also provide reporting on a monthly basis to the authority.
Over the course of this contract, an additional 808 new dwellings are expected to be added to the contract depending on project completion timescales and availability of funding.
