Europe-wide procurement of planning and construction services in the partnering model for the new building of the Hochrhein Central Hospital.

The district of Waldshut intends to build the Hochrhein Central Hospital (hereinafter KLHR) by 2028. In its capacity as a central hospital, the KLHR is to provide around 335 planbeds plus 30 beds for the ZfP with a corresponding installation reserve for further services, which may be available in coordination with the Ministry of Social Affairs at the site should be established. The clinic will have specialist departments for internal medicine, general and visceral surgery, orthopedics and trauma surgery, gynaecology and obstetrics, geriatrics, radiology and anesthesia, intensive care medicine and a nursing school.

The property is located in the south of Albbruck, between the B34 and the Rhine. The area is currently undeveloped. A useful area of 20 989 m2 is derived from the area analysis, plus the useful areas for the air rescue centre, the MVZ, the pharmacy and the outpatient surgical centre, which are currently being verified and updated in BO planning. The plot area is around 93,136 m2.

Ensuring cost and deadline security as well as the qualities shown in the functional description of services are extremely important concerns of the client in the implementation of the project. The client looks forward to an optimized implementation of the space program.

Against this background, the client intends to ensure the timely and budget-oriented establishment of the new hospital through a so-called “partnering model”.

The subject of this procurement procedure is therefore the commissioning of the planning and subsequent turnkey construction of the new building of the Central Hospital Hochrhein (KLHR) by a general contractor on the basis of a room programme and a functional specification of services in the partnering model.

The procurement services of the pre-construction phase (planning phase) are expected to be provided from December 2022.

In addition, an information colloquium is intended to be carried out. The aim is to give interested companies the opportunity to ask questions about the project or the procedure. The applicant-specific colloquia will be carried out in week 25/2021.
