Negotiated procedure with competition to participate according to § 14 III VgV; two-stage procedure with upstream competition for participation: planning and execution of construction works; heat supply; operation management, as well as maintenance and maintenance of acquired existing facilities and installed plants (heat generation, distribution grid, transfer stations). The call for tenders is highly open to technology and ideas with the aim of maximum CO2 savings up to climate neutrality. The contractor has to expand the heating networks and tap into anchor customers. The self-initiative acquisition is intended to significantly increase connection density in the city. For efficiency reasons, the existing heating networks can be renewed or technically upgraded by the contractor. The existing heating centres are outdated. The contractor is investigating the new location of the heating centres in the form of an ideas competition in order to cover future services.
The scope of the call for tenders is energy supply contracting for the heating networks — Tettnang Manzenberg and Tettnang Obereisenbach.
The call for tenders is highly open to technology and ideas with the aim of maximum CO2 savings up to climate neutrality. This applies to heat generation and distribution, as well as route management, customer activation and operational management and participation conception.
The heat networks must be expanded by the contractor and phase 1 anchor customers (mostly municipal buildings, as well as the lock) are to be opened up. In addition, the contractor is expected to significantly increase the city's connection density through its own initiative acquisition. Two new development settlements still in the planning stage (the so-called Ackermann settlement and the so-called district on Herrmannstraße) are relatively easy to tap into here (there is no compulsory connection). For efficiency reasons, the heat networks can be renewed by the contractor or upgraded from an efficiency point of view.
The existing heating centres are close to their technical service life and therefore need to be replaced by new heating centres that cover future outputs. The contractor is investigating the new location of the heating centres in the form of an ideas competition. In addition to the existing central offices, other locations are also available for a new construction.
In addition to heat supply, the services of the contractors also include planning, construction, coordination, as well as other measures for commissioning, operating management, as well as maintenance and maintenance of heating networks, heating centres including buildings, and handover stations.
With the aim of climate protection, as many citizens of the city as possible should be connected to the grid. In order to accept the integral local heat supply, a public participation in the heating company, for example, is welcomed. Conceptual ideas or concrete project experiences of the contractor are welcome and can be submitted with the participation documents.
Phase 1 includes the schools on the Manzenberg campus, as well as other municipal buildings, such as town hall, library or club house to connect to the heating networks. The following connection values were roughly overturned for this (these serve as sizing aid and not as a final basis for calculation):
Manzenberg
Total heat output: 2,250 kW, incl. new build area: 3,000 kW
Heat consumption: 2,500 mWh/a
Obereisenbach
total heat output: 550 kW,
Heat consumption: 500 mWh/a
