Description:

The invitation to tender covers the domains of forest accounts, waste statistics and water statistics and accounts.

Lot 1: European forest accounts and related forestry statistics.

Lot 2: in-depth validation of waste statistics data.

Lot 3: support to water statistics production and water accounts development.


European forest accounts and related forestry statistics

The objectives of lot 1 are to:

(1) support Eurostat's annual collection of European forest accounts by updating the questionnaire for the EFA data collection, validating the data received, examining cross-country data comparability, proposing improvements, and filling the data gaps and estimating the main EU aggregates published by Eurostat;

(2) provide support to the data compilers and Eurostat in methodological matters by updating and collating a manual and contributing to the preparation of the forestry statistics working group and other relevant meetings with data compilers, users and international organisations;

(3) support the process of dissemination by Eurostat of EFA and related forestry statistics, in particular by answering data users' queries, updating metadata, reviewing and suggesting improvements to the presentation of the data in Eurostat's public database (Eurobase), drafting statistics explained articles and providing contributions to the statistical books;

(4) support further development of the datasets and explanatory notes (guidance to respondents): assist in the further development of the methodology and practical compilation methods for European forest accounts and related forestry statistics.

The volume of the contract for lot 1 is estimated at 120 man-days per year of duration, which equals 480 man-days over the maximum contract duration (4 years).


In-depth validation of waste statistics data

The objective of lot 2 is to carry out the in-depth analysis of the data to be delivered on the basis of the Waste Statistics Regulation (Regulation (EC) No 2150/2002 of the European Parliament and of the Council) (extended by the food waste dataset, where applicable). Based on the results, the country visit programme in close cooperation with Eurostat will be continued. Moreover in the renewal period an update of the manual shall be drafted.

The analysis should result (i) in proposals on how to improve the comparability of statistics (e.g. by providing guidance to Member States and suggesting revisions to the manual on waste statistics), (ii) in an outline for the country visit programme including 3 country visits and (iii) in proposals for improvements of the waste statistics manual.

The contractor is expected to participate actively in the working group meetings on waste statistics in spring 2018 and in 2020. The contractor will prepare documents and a presentation of the work done under this contract for these meetings. Moreover, s/he will elaborate a revised draft of the waste statistics manual in the second contract period.

The volume of estimated human resources is 247 man-days for each 24-month contract, or 494 man-days over the maximum contract duration (4 years).


Support to water statistics production and water accounts development

The objectives of lot 3 are:

(i) support to Eurostat's biennial collection of water statistics data throughout the production cycle. The tenderer shall contribute to the smooth execution of the data collection exercise, which is aimed at achieving a high quality data set, by updating the water statistics manual, providing support to questionnaire respondents, validating data, filling gaps and contributing to data analysis;

(ii) Eurostat's preparation for future water accounts production shall be supported through contribution to methodological development and preparation/assessment of options for legal cover.

The volume of human resources is estimated as follows: 390 man-days over the maximum duration of the contract (4 years), split as follows: 205 man-days for the 1st contract, and 185 man-days for the 2nd contract.
