The municipality of Haibach is planning the renovation and expansion of the local Marien kindergarten by 5 U3 groups to a total of 9 groups (4 Ü3 + 5 U3 groups) for about 160 children.
A feasibility study examined various variants, including the renovation with extension but also a demolition with subsequent new construction.
As a result, the renovation with extension or increase was selected as the most economical solution.
The single-storey existing building with basement as a solid building is to be renovated. Lateral extensions on the sides of the building as well as the addition of one floor for administrative and ancillary rooms are intended to cover the needs for the additional groups.
The kindergarten groups are to be completely outsourced during the construction phase. A container solution to a public parking lot is obvious. The planning of the outsourcing as well as the procurement of the containers is to be carried out by the architect.
A container solution is desired as a rental option, which can be dismantled promptly after the groups move into the children's garages. (Estimated costs approx. 224,000 € gross) It is a subsidized measure (FAG / FA-ZR + energetic renovation / construction in stock).
According to an initial rough cost calculation, the preliminary construction costs (KG 300 + 400) amount to € 4.37 million gross. The share of the renovation amounts to approx. € 2.27 million gross, the share of the expansion / expansion approx. € 2.1 million gross.
The preliminary total costs (KG 300 – 700) amount to approx. € 5.64 million gross. (as of 11/2021) Key figures:

Note:
With the entry into force of the new version of the HOAI 2021 on January 1, 2021, the binding to minimum and maximum rates is lifted. The fee tables of the HOAI 2021 show orientation values.
The fee is based on the agreement that the contracting parties make in writing.
The Client points out that, in accordance with § 7 HOAI, a higher or lower fee than the orientation values specified in the HONO charts of the HOAI can be agreed. Unless an agreement has been made, the respective basic allowances for the basic services shall be deemed agreed.
The subject of the procedure is the object planning of buildings and interiors (architectural services HOAI 2021 Part 3, Section 1, §§ 34 ff):
Commissioning of the basic services of the work phases 1 to 9 - gradual commissioning, initially only level 1 with LPH 1 + 2, further intended with level 2 with LPH 3 + 4, level 3 with LPH 5 – 7 and level 4 with LPH 8 + 9
- including related special services
- further levels according to contract model (according to HAV-KOM)
Special services:
- Contribute to funding procedures (level 1+2) and additional work where-used list (level 3+4) (the respective application is made by the client himself)
- Support for fire protection
o Stage 1 – Planning phase: Consultation in the planning including preparation of the fire protection concept / proof for the building application o Stage 2 Execution phase:
▪ a) Execution planning – Consulting services in the planning according to the requirement to comply with the planning objectives ▪ b) Construction – Consulting services according to requirements - Establishment of energy proof
The interim measures (rental containers) are to be planned and supervised by the architect. A statement on the remuneration of the measures is desired. A statement is expected as to whether the survey will be regarded as part of the overall measure or will be provided separately as a special service.
The commissioning of the basic and special services is intended in accordance with the provision of funding and financial resources.
There is no legal entitlement to the commissioning, as well as the commissioning of further levels or special services.
No planning services according to HOAI Objektplanung Gebäude und Innenräume have yet been provided. A feasibility study as a basis for further processing is available.
The architect is asked to check whether the present feasibility study has already provided (partial) services of LPH 1 + 2.
It is assumed that the target finding phase is complete according to BGB.
