This study will take stock of the different types of investments co-financed by the European Regional Development Fund (ERDF) in the 2014-2020 period ensuring the enhancement of institutional capacity of public authorities and stakeholders and an efficient public administration and strengthening administrative capacity for the management and use of the ERDF and Cohesion Fund (CF). It will assess their rationale and the evidence of their effectiveness, efficiency and impact, their coherence with other policies, their relevance and the EU added value. It will seek to identify factors contributing to the success or failure of these investments under different socio-economic conditions, good practices and their contribution to good governance also beyond the implementation of the funds.
The study will also investigate the results of all the investments funded by the ERDF and the Cohesion Fund in addressing and promoting reforms in the Member States.
