Procurement of HVAC work related to the maintenance and servicing of Helsingin Asumisoikeus Oy's properties

The object of the procurement is HVAC work carried out in properties controlled by Helsingin Asumisoikeus Oy (hereinafter also referred to as the "Contracting Unit", "HASO" or "Client"). The properties are located in Helsinki. In March–December 2023, 7 new right-of-occupancy projects and approximately 500 apartments will be completed for the procurement unit. The service provider in the hosting is Retta Services Oy.

The procurement is divided into four (4) different areas, for each of which one (1) Service Provider is selected.

The acquisition consists of the following subdivisions:

1. Maintenance, repair and inspection of heating, hot water and sewage systems (excluding suction truck and pressure flushing services)

2. Maintenance, repair and inspection of ventilation systems (including filter replacements)

3. Maintenance, repair and inspection of electrical, telecommunications, data and antenna systems, including installation of slow charging posts for electric vehicles and connection to IGL's eParking system

4. Building automation systems and actuators (maintenance, repair and inspection)

The bidder may submit an offer in either one (1) or more subdivisions.

For each area, the provider who submitted the most economically advantageous tender is selected as the Service Provider. The tender offering the best price-quality ratio shall be considered to be the most economically advantageous. The comparison criteria and weighting are presented in the section "Criteria of the object of procurement". In the attached Pricing Table, the Bidder fills in the tab of the sub-area or areas to which the Bidder submits a bid.

The acquisition decision is made by subdivision.

The contracting entity puts out to tender larger contract-based repairs, etc. work separately.

The actual contract period of the purchase agreement is two (2) years, which can be extended with two (2) one (1) year option periods. The agreement will continue after the option periods until further notice.

The total value of the procurement exceeds the EU threshold. Services are ordered according to the Contracting Entity's needs, and the Contracting entity does not commit to any procurement amounts. The presented estimates of the volume or value of HVAC work are indicative.

Maintenance, repair and inspection of heating, hot water and sewage systems (excluding suction truck and pressure flushing services)

The procurement area includes heating, domestic water and sewerage maintenance and repair work ordered by the Contracting Entity.

The area also includes PTS upgrading of key HVAC equipment, i.e. the service provider assesses the renewal date and condition of the entities mentioned below visually and based on their experience. The estimate is updated every two years and the first estimate must have been made during the first six (6) months after the entry into force of the agreement. Estimates are delivered in Excel in a single file. Entities to be assessed:

1. Lämmönjakokeskus

2. Radiator, balancing and shut-off valves

3. Käyttövesiventtiilit

4. Pumping stations and booster pumps

The sub-area also includes inspections of the heat distribution centre, which are carried out annually during a jointly agreed period. The purpose of the inspection is to find non-functioning equipment, controls and meters, repair them and/or inform the Contracting Entity. A short report on the inspection is drawn up and stored in the FimX system. The audits shall check the following:

1. How automation works

2. Operation of valves and pumps

3. Possible leaks

4. Operation of expansion vessels

5. Operation of temperature and pressure gauges

6. Testing follow-up alarms

Larger contract-like repair work (e.g. replacement of the heat distribution centre) will be put out to tender separately. The contracting entity has the right to commission minor maintenance and repair work directly from the property maintenance company (e.g. bidet replacement, radiator thermostat sensitisation, etc.).

The service provider must commit to carrying out possible assignments as soon as the contract period begins.

The service provider must have continuous (24/7) on-call service for work in this area.

Maintenance, repair and inspection of ventilation systems (including filter replacements)

The procurement area includes ventilation maintenance and repair work ordered by the contracting entity, as well as filter replacement according to a site-specific schedule. Larger contract-like repair work (e.g. replacement of the ventilation unit of the entire site) will be put out to tender separately.

During the first 6 months from the start of the contract, the service ordered in the sub-area includes touring all the Contracting Entity's sites and mapping all the equipment centrally related to ventilation on a property-specific basis in connection with site visits, as well as identifying the type, make and model of apartment-specific equipment. The filters used in the devices should also be listed. Device information is exported by the service provider to the FimX system. From device data, it is especially important to export data from the filters used at the site on the aforementioned devices.

The sub-area also includes the repair and replacement of cooker hoods and hoods as agreed. With equipment from the HASO range.

The contracting entity has the right to commission smaller sub-area work directly from the property maintenance company.

Maintenance, repair and inspection of electrical, telecommunications, data and antenna systems, including installation of slow charging posts for electric vehicles and connection to IGL's eParking system

The procurement area includes maintenance, repair and inspection of electrical, telecommunications, data and antenna systems ordered by the Contracting Entity, as well as the installation and connection of electric vehicle charging posts to IGL's eParking system. Larger contract-like repair work (e.g. replacement of all lighting fixtures at the site) will be put out to tender separately.

In addition to the hourly labour price, unit prices are used in the pricing of electrical work.
