Oy Turku Energia – Åbo Energi Ab aims to procure remote reading services and equipment as well as energy meters as a whole, in which the Supplier is responsible for the provision of services, the delivery of equipment and their continuous use, as well as the provision of support services.

The acquisition will have a wide-ranging impact on the company's other operations. The information obtained with the help of the remote reading service and equipment on the heat consumption of district heating customers serves as a basis for customer invoicing.

The scope of the procurement includes a remote reading service with support services, new energy meters with parts and wiring to be installed and replaced according to plan, the necessary remote reading devices and, as an option, the installation of meters.

There are approximately 5000 existing locations and approximately 70 new uses/a. Approximately 200 energy meters at the current locations will be replaced in the first five years of the contract. A more detailed plan of the number of interchangeables can be found in the appendix "Appendix 01 - Description of the client's environment". The amounts will be specified in the preliminary invitation to tender.

The remote reading service must cover all existing and new readings of interchangeable meters. In other words, the remote reading service must be compatible or made compatible with existing existing energy meters. The pricing must take into account the price of the measures resulting from the compatibility requirement. The price must be determined on the basis of the preliminary tendering material, which will be published in the next phase of the procurement process on 14.4.2023. The buyer reserves the right to possibly change the publication date of the invitation to tender.

The total estimated value of the procurement is EUR 3,600,000 (VAT 0%). Turku Energia does not commit to the estimated total value of the procurements.

The remote reading services to be procured include:

1. Reading services. Reading services include, for example, all the delivery of measurement data and data contained in measuring devices and functions related to the delivery of data.

2. Support services provided by the Supplier to the Client during continuous production. Support services include, for example, service level reporting, a service point and problem solving.

3. Energy meters and appliances ordered by the Customer according to their needs during the contract period.

The duration of the contract for remote reading services is 5 years + 5 option years.

Remote reading services produce measurement data up to the Client's measurement information system. The information systems required for the production of measurement data are owned by the Supplier, which is also responsible for the functionality of the systems.

During the term of the agreement, the Remote Reading Services will be in production use at all locations of use and to the extent agreed. During continuous production, the installation and commissioning of the locations of new buildings are not included in the remote reading services to be procured. The new properties will be transferred to the scope of reading, guidance and support services once the information about the installation has been given to the Supplier.

The current operating environment is described in the appendix "Appendix 01 - Description of the client's environment".

The remote reading services are preliminarily described in the appendix "Appendix 02 - Descriptions of remote reading services in the request for participation". Service descriptions can be refined and changed as the procurement process progresses.
