The subject of the contract is the construction of the Emergency Medicine Centre, the Wielkopolska Outpatient and Rehabilitation Centre together with the area of planned admissions and social, storage, technical and archival facilities in the branch no. 1 of the Provincial Hospital in Poznań. The subject of the construction project is the expansion, reconstruction and change of use of the Wielkopolska Specialist Centre located at 7/19 Juraszów Street in Poznań.
As part of the planned construction works, the low-rise building will be extended and rebuilt
a three-storey hospital, which consists of zones "B" and "D" (called buildings "B" and "D").
A fragment of the low-rise building (B+D) is being rebuilt. At the same time, the reconstruction covers the currently empty space on floors 1 and 2 under the existing operating theatre on the 3rd floor
in part "D" and part of the existing rooms in zones "B" and "D" on floors -1, 1 and 2.
As part of the extension, a newly designed 2-storey above-ground part with 1 underground storey, called the "F" building, will be built, along with a single-storey entrance hall between the buildings.
The whole building has a hospital function.
In the next stages of the investment, covered by a separate study, a change will be implemented
the use of some of the rooms within the building "A" (rotunda).
In accordance with the decision on determining the location of the public purpose investment No. 163/2021. The project also involves the construction of additional internal roads with a driveway for ambulances and pavements.
The designed building was classified as category XI.
A detailed description of the subject of the contract and the scope of work is included in the construction, geotechnical and detailed design, bills of quantities – minus equipment with medical equipment, STWIOR, etc. annexes to the Terms of Reference, based on the principles set out in the model agreement. In addition, the Contractor will be obliged to submit a document entitled "Plan for the organization and implementation of the subject of the contract" within 7 days from the date of signing the contract.
The Contracting Authority shall submit comments to the presented plan within 7 days, and the Contractor will have 3 days to take them into account.
This study should include and describe the important factors affecting the quality, safety of the construction and assembly works carried out and the organization of works ensuring continuous, uninterrupted operation of the existing facilities.
The Contractor will take into account the following issues in the presented "Plan for the Organization and Implementation of the Subject of the Contract":
a) Limitation of difficulties in the activity of the Contracting Authority (Hospital), Preliminary Design of the organization of the construction site and facilities, preliminary material schedule of the investment.
b) Occupational health and safety plan within the construction site and in the area of direct impact of the construction site (on the Hospital).
c) BIM model – a method of organizing the raw state of a building.
d) A plan to ensure the continuity of utilities supply to the complex of active buildings of the existing facilities.
In the preparation of the Limitation of difficulties in the activity of the Contracting Authority (Hospital), Preliminary Design of the organization of the construction site and facilities, the Contractor will prepare a list of difficulties in the Contracting Authority's activity
during the works and present how to reduce them.
To the best of his knowledge, the analysis should take into account all the problems and threats related to the implementation of the investment along with the ways to solve them. The Contracting Authority shall analyse the list of difficulties presented by the Contractor, including the issues indicated in the Terms of Reference (but not limited to the Contracting Authority's requirements). The Contracting Authority will also analyse the ways of reducing the difficulties in the Contracting Authority's operations, resulting from the presented "Construction Site and Facilities Organisation Project".
In the Plan for ensuring occupational health and safety within the construction site and in the area of direct impact of the construction site (on the Hospital), the Contractor will prepare a document covering, to the best of its knowledge at the moment, all foreseeable threats to the safety of people present both on the construction site and in the area of direct impact of the construction site on the part of the complex of existing facilities functioning during the works.
