1. The subject of the order is the delivery of a legal information system for the State Administration Units listed in Annex 1 to the ToR, hereinafter "the Units".

A detailed description of the subject of the contract and the manner of implementation of the subject of the contract are set out in Annex 2 to the ToR constituting the Description of the subject of the contract and the relevant provisions of the contract constituting Annex 3 to the ToR, respectively.
1. The subject of the order is the delivery of a legal information system for the State Administration Units listed in Annex 1 to the ToR, hereinafter "the Units".

3. The Purchaser indicates that the Units have the right not to complete the full scope of their order, i.e. the scope of the order will be completed, at least 80% of the maximum contract value of the given Unit. The maximum contract value of each Unit should be understood as gross value, which will be defined in the contract of each Unit as the maximum remuneration of the Contractor. The purchase of the remaining quantity of the subject of the order (license) will depend on the actual needs of the Unit (option right). The unit has the right to increase or decrease the number of individual licenses (it is possible to change the access version) provided that the maximum contract value is not exceeded. The Contractor shall not be entitled to any claims in this respect.
4. Order for:
1) the Ministry of the Environment is co-financed by the European Union from the Cohesion Fund and the state budget under technical assistance of the Infrastructure and Environment Program as well as Norwegian and EEA funds from Iceland, Liechtenstein and Norway;
2) the Ministry of Culture and National Heritage is co-financed from the funds of the Operational Program Infrastructure and Environment 2014-2020 (OP I&E 2014-2020) and from the funds of the Financial Mechanism of the European Economic Area 2014-2021 (EEA FM);
3) The Ministry of Investment and Development is co-financed by the Operational Program Technical Assistance 2014-2020.
