The subject is the establishment of a framework service contract with an economic operator covering the production and update of High-Resolution Layer (HRL) Imperviousness in the frame of the new HRL Non Vegetated Land Cover Characteristics. Products shall give continuity to the already existing products, i.e. Imperviousness and its derived products, and Built up area, and the creation of new products that give information on built up area change and permanent bare soils and rock. Apart from the production tasks two consultancy tasks are included in the call for tenders. First, a task on harmonisation with the Global Human Settlement Layer currently being produced by the Joint Research Centre of the European Commission (JRC) with the view of ensuring the coherence between the global and the pan European products if needed. Second, a task related to user uptake activities, such as assistance to ad-hoc meetings, support to dissemination of products and organisation of trainings.

The objectives of this call for tenders are to produce: imperviousness products in line with past updates, built up area and built up area change products, and permanent bare soil and rock product; to support: the harmonisation with JRC Global Human Settlement Layer, and the user uptake activities of CLMS products.
