The object of this contract is the provision of the telephone services of the SPW. These include:

- establishment of wired connectivity of the SPW telephone exchanges to national and international public telephone networks, fixed and mobile;

- the delivery of the “fixed” telephone communications capacities of the SPW to the exterior and from the exterior under a strict SLA guarantee;

- the delivery of the “mobile” telephone communications capacities of the SPW to the exterior and from the exterior under a strict SLA guarantee;

- delivery of mobile internet access capacities (Data internet) from mobile terminals of the SPW;

- the delivery of mobile data transfer capacities between terminals of the SPW and the intranet of the SPW or between mobile or fixed machines of the SPW (internet of objects);

- supply of equipment for securing wired telephone connectivity at the limits of the public telephone network;

- the supply of central telephone equipment and their associated telephones. These exchanges can be installed locally at the SPW or hosted by the successful tenderer;

- maintenance of telephone network security equipment at the limits of public networks;

- maintenance of telephone exchanges that will be ordered under this market;

- the supply of statistical information on the telephone activities of the SPW and of the members of the central market.

This multiannual service contract is made up of three distinct lots, the separate award of which is possible.

The purpose of lot 1 is to call for competition:

- charges for telephone calls made from VOIP telephones of the SPW via its existing SIP Trunk links served by the SIP connectivity of the contractor;

- charges for mobile calls made from the mobile terminals of the SPW equipped with the contractor's SIM cards;

- “Data” communications costs made from the mobile terminals of the SPW equipped with the SIM cards of the contractor;

- fixed-rate mobile subscriptions which include limited or unlimited monthly quotas for voice, SMS and data communications;

- subscriptions linked to the use of SIP channels established on SIP Trunk accesses;

- subscriptions linked to the allocation of geographic numbers for direct DDI calls;

- subscriptions relating to the use of “SIM Voice and Data Internet” cards fitted to the administration's mobile phones;

- SPW intranet “Data” subscriptions;

- subscriptions to fixed-rate mobile telephony “packs”;

- subscriptions for the delivery of “Data” transfer volumes from machines to M2M machines and IoT connected objects;

- rentals and subscriptions linked to the provision of wired telephone connectivity to the public fixed and mobile telephone network;

- costs for the maintenance, activation and deactivation of SIP Trunk channels;

- charges for activating and deactivating SIM cards and associated services such as billing charges for private communications from SPW agents;

- administrative costs linked to sending detailed monthly telephone bills linked to the multiple cost centers of the administration;

- administrative costs linked to the delivery of global telephone statistics from the SPW and the central market.

The purpose of lot 2 is to call for competition:

- fixed telephony communications costs associated with the analogue (PSTN) and digital (ISDN) lines of the SPW;

- subscriptions linked to the use of PSTN lines;

- subscriptions linked to the use of the ISDN-PRA, ISDN-BA-DDI and ISDN-BA-MSM lines;

- subscriptions linked to the allocation of geographic numbers for direct DDI calls;

- maintenance and activation costs for PSTN and ISDN lines.

The purpose of lot 3 is to call for competition:

- supplies and maintenance of SBC type IP security equipment established between the public telephone network and the telephone infrastructure of the PA and PABs;

- supplies and maintenance of IP_PBX telephone exchange equipment with SIP Trunking connectivity, installed in the premises of the PA or PABs;

- supplies, installations and maintenance of hybrid telephone solutions hosted locally or virtualized on the Cloud and compatible with SIP or Microsoft protocols (Skype for Business, Teams, etc.);

- supply of VOIP telephone terminals compatible with the telephone exchange technologies described (SIP Phone compatible, Microsoft, analog) as well as the supply of Softphones licenses, virtual telephones installed on PCs and collaborative work tools;

- wired telephone communications which will be sent from IP PBX exchanges to fixed or mobile, national or international telephones;

- the provision of human consultancy, training or assistance capacities in the field of telecommunications.
