In addition to its teams, the Municipality has a recurring need for various technical, administrative and expert services to fully assume the burden of its missions in the development sector.

The local authority wishes to strengthen its services by relying on external expertise and to use an assistance mission on the phasing and upstream reflection of projects, on the strategy and set-up of investment operations, on public procurement procedures and the monitoring of studies

In addition to the description indicated above, the service provider, an expert in project development, will assist the project owner in the following actions:

• Advice and assistance in setting up operations;

- implementation of calendar and financial aspects based on an operating programme;

-Ability to identify success factors and operational risks;

- advice and assistance for the implementation of the development actors (project manager, atmo, operation manager, project management, etc.);

- Assistance in the awarding of contracts, analysis of applications and tenders in the context of intellectual services or service contracts subject to this contract, participation in commissions if necessary;

- support of the teams on the follow-up of regulatory procedures and for the management of the actors;

- assistance to the Client during meetings and/or negotiations;

-monitoring of the execution of studies and for example: -Analysis and advice on extensions of deadlines and their impacts; • Analysis and opinion on requests for additional fees; • Proofreading and opinion on the technical and administrative documents of the Client;

- Analysis of companies' claims briefs.

The services expected are of a high level of expertise. For the conduct of the mission, it is hoped that the incumbent will be able to mobilize at least two experts (one of whom can replace the other) with the following skills:

• Knowledge and experience of development projects;

- Knowledge of public procurement;

• Expertise on the set-up of operations;

- Practice of setting up actors, contract management;

- Be able to work in project mode.
