— this procurement procedure is for a contract for the concession of services and provision of related services for sustainable collective catering in the buildings of the regional European Committee and the European Economic and Social Committee in Brussels.

— the regional European Committee and the European Economic and Social Committee (hereinafter referred to as 'the Committees') are considering signing a framework service contract covering a two-part contract, which covers the management of various catering services entrusted as a concession ('concession' aspect) and the performance of ancillary catering services ordered by the Committees (the 'framework service contract’ aspect);

— under the 'concession' component, the committees will entrust the contractor with the operation and management of sustainable collective catering in its buildings under the conditions specified in the contract documents, at its own risk;

— in this context, they shall make available to the contractor, without financial compensation, all the infrastructure, material and catering equipment necessary for the operation of the concession, for a period limited to that of the framework contract and for the exclusive use of the requested services;

— the ‘framework service contract’ component includes the provision of catering and banqueting services (event catering) at meetings and events held in committee buildings. These services will be invoiced to the committees (or external clients, if applicable) according to the contractor's price offer.
