Preparation of interdisciplinary legal, economic and technical scientific reports, concepts, evaluations and statements with regard to the national, European and international legal framework for electronic communication / telecommunications, which do not focus on the area of funding and measures to achieve a better supply of Concern high-speed networks including 5G networks.
The contractor supports the client on request with evaluation services, expert opinions, guidelines or concepts. In particular, the following main topics should be covered:
- Rights of way, joint use and joint relocation regulations as well as security obligations and their financing, including the connection of new mobile radio sites for the further expansion of 5G networks
- Regulatory framework for equipping buildings with digital high-speed networks, including to support wireless solutions for connecting households in the context of 5G networks;
- Regulatory framework and implementation issues with regard to laying methods, material concepts, financing and marketing of passive infrastructures, including for cellular networks;
- Facilitation of procedures in approval procedures for the expansion of landline-based and wireless digital infrastructures, also using examples from EU and non-EU countries;
- Cooperation models for network expansion and operation;
- Universal service, including guaranteeing a right to high-speed internet;
- Frequency regulation and mobile network expansion, including a legal framework for the broadcasting infrastructure of the future, efficient frequency allocation and the closing of radio gaps;
- Scientific evaluation of best-practice projects of the 5x5G strategy with regard to their general transferability to other regions;
- Constitutional and organizational questions in connection with the expansion of high-speed networks, including mobile radio networks (e.g. questions of universal service according to Art. 87f GG, compulsory connection and use, and operational development);
- international references in the field of digital infrastructure - legal framework, frequency policy, regulation and network policy;
- digital network expansion in relation to the individual modes of transport.
The consultations do not contain any legal advice within the meaning of the Legal Services Act, but provide a scientific contribution z. B. for the development of strategies, information initiatives or legislative measures of the client. Specific legal texts or funding guidelines should not be drawn up.
