DiWaBe 2.0: Conducting surveys on digitization and change in employment

The subject of the contract is services for the implementation of surveys on digitization and change in employment. The contractor will be obliged to provide the services required for the following surveys in accordance with the terms of reference:

- A representative, cross-sectional telephone survey on digitization (DiWaBe 2.0)

- A panel survey (by telephone and online) of the people willing to be re-surveyed at DiWaBe 2019 (DiWaBe Panel)

In order to create a representative data basis for estimating the social and health effects of technological change and on the dissemination of certain technologies at employee level, the survey "Digitalisation and Change in Employment" (DiWaBe) was conducted in 2019. Approximately 2,000 companies that took part in the IAB-ZEW Working World 4.0 Survey in 2016 served as the starting point for the employee sample. For DiWaBe, a sample was drawn from all the employees who were employed in these companies in 2011 and/or 2016.

For a meaningful monitoring of technological change in the world of work, the aim is to repeat both surveys in a 5-year rhythm in the long term. The company survey has already been repeated and was completed in summer 2022. In order to be able to make representative statements on the dissemination of certain technologies and trends at the employee level, as well as to be able to investigate intra-individual changes (causal analysis), a dual survey design is planned for the new employee survey DiWaBe, which is to be implemented by the contractor:

- a representative repeated cross-sectional survey (DiWaBe 2.0) and

- a panel survey of people willing to re-interview at DiWaBe 2019 (DiWaBe Panel).

For the cross-sectional survey DiWaBe 2.0, the survey of at least 6,000 employees with an average interview duration of 35 minutes is planned. The aim is to obtain a representative cross-sectional sample of employed persons between the ages of 16 and 66. The starting point for the sample is formed by all employees of the approximately 3,000 companies that took part in the IAB-IZA-ZEW Working World 4.0 Company Survey in 2021/2022 (cf. Arntz et al. 2023).

The DiWaBe panel survey is based on people who took part in DiWaBe in 2019 and expressed their willingness to conduct a new survey. Taking into account the generally accepted response rates, the contractor bases its services for the implementation of the DiWaBe panel on an achievable sample size of about 2,000 persons.

The survey consists of a pretest with a stratified random sample and a main survey.
