The object of the consultation is the Collection and treatment of waste on the site of the port of Dieppe.

This consultation is carried out within the framework of a grouping of orders in accordance with articles L. 2113-6 to L. 2113-8 of the public order code with the following organizations: Dieppe management of port activities.

The coordinator of the group of orders is: Syndicat mixte ports de Normandie. He will be in charge of signing the framework agreement. Each member of the grouping must sign, notify and monitor the execution of the framework agreement.

Form of market: with purchase orders without minimum or maximum. Allocation of a framework agreement for each lot. Framework agreement concluded for an initial period of 1 year. Estimated amount of services for the duration of the framework agreement: EUR 304,000.00 (excluding VAT).

The provider will be able to provide the following services:

- provision of containers,

- transport to outlets,

- treatment and recovery of waste.

The provider will be able to provide the following services:

- provision of containers for purchase or rental,

- transport to outlets,

- treatment and recovery of waste,

- chemist service.

The port of Dieppe does not generate asbestos, however it has already happened that wild asbestos deposits have taken place in the dumpsters of the port.

In such a situation, the service provider will be asked:

- carrying out a preliminary diagnosis before asbestos removal work,

- asbestos removal and reconditioning of asbestos waste in big-bags,

- the sale of big bags,

- removal of big-bags with a declining rate depending on the number of big-bags,

- treatment of free or bound asbestos.

In the context of border controls reinforced with Brexit, the Dieppe port management agency must be able to have a channel for handling horse manure that will pass through the veterinary inspection point.

A service is already in progress on this waste until 31.10.2020, this lot can only start from 1.11.2020.

The expected services are:

- 15 m tipper rental 3 with hatches or sliding roof,

- transport of the bucket,

- disinfection / washing of the bucket at each exchange,

- processing of healthy manure into animal by-products,

- manure treatment with suspected contamination, in a SPAN category 2 approved center.
