For the location Zwinglistraße 37 in 10555 Berlin, the district of Berlin Mitte is planning a complete renovation of the listed, former Wartburg School for conversion as an official service building for the public order office in two construction phases. As part of the measures, accessibility is to be strengthened. An overall ecological concept with NBB coordination is to be implemented.
Preliminary planning documents (VPU) were prepared in advance. The approved VPU is a binding basis for further planning.
Initially, the work phase 3 is to be awarded for the services of the structural design, The further work phases are to be commissioned gradually up to LP 6.
The estimated gross cost framework KG 200–700 is € 13,530,000. Construction is scheduled to begin in the second quarter of 2024. Completion is scheduled for the second quarter of 2027 (building).
For the overall renovation and conversion of the former Wartburg School into an office service building of the Public Order Office, planning services are to be awarded in accordance with the Fee Schedule for Architects and Engineers (HOAI 2021), Part 3 Object Planning, Section 1 Buildings and Interiors.
In accordance with HOAI 2021, Part 4 Specialist Planning, Section 1 Structural Design, § 51 in conjunction with Annex 14, the contract includes the following work phases:

Lph 3: Examination of the use of a photovoltaic system and feasibility
Lph 3: Lph 3: Thermal Building Physics, EnEV Certificate.

LPH 6 Preparation of the award
as well as the following optional, special services:
Lph 4: Verification of structural fire protection, if necessary taking into account the temperature (hot design)
LPH 8: Engineering control of the design of the structure for conformity with the tested static documentation
Lph 8: Engineering control of construction aids.
It is expected that the Contractor will participate in meetings in Berlin an average of 1 x a week from performance phase 8 onwards. Travel expenses will not be reimbursed. Construction supervision on site must be ensured.
The basis of the order is the enclosed contract model of the District Office Mitte of Berlin with the appendix Specific Performance Obligations including the General Terms and Conditions of Contract (GTC). A step-by-step commissioning or commissioning of the service phases takes place after written request.
The procedures according to ABau must be observed.
Those involved in the planning include architects, TA specialist engineers, outdoor facility planners and, if necessary, other experts.
The preliminary planning documents prepared in advance are binding for further planning and are included in the essential excerpts of the procurement documents on the procurement platform.
