The contracting authority is expected to send approximately 5,000 assessments from July to December 2021. In 2022, approximately 109 100 attacks will be sent. The schedules, appendices 16 and 17, include an estimate of the numbers up to and including December 2022. The above size is only intended as an indication.
Objective
The objective of this European public tender is to select and contract one (1) tenderer to print, cover and send assessment notices, reminders and injunctions on behalf of the contracting authority. Scope of the assignment
The contractor prints, covers and sends financial documents such as assessments, reminders and subpoenas for the benefit of the contracting authority. The contracting authority generates a txt file from the GouwIT program. The contracting authority sends the txt file to the contractor via a secure (digital) line. The contractor prints the txt file, in accordance with the house style, on the correct form. The file contains variable data which must be placed on the specific text fields of the forms. In addition, for printing the assessments, each municipality needs specific text fields and / or adjustments on the notes to be printed. From these variable data, the data for the insertion fields must be extracted according to the house style. The contractor hands over the notes to the postal delivery company. The postal delivery company is responsible for timely delivery.
Development
It is expected that from 1.7.2021 the contracting authority will process a txt file into a pdf file from GouwIT under its own management. This would mean that the PDF file would be sent to the contractor instead of a txt.file via a secure (digital) line. The contractor prints the PDF file as provided by the contracting authority. In this case, there is a standard layout that does not have to be processed by the Contractor
Numbers
In 2019, approximately 150,000 notes were sent by the contracting authority. 101,000 assessments were sent by post and 49,000 via MijnGovernment. In addition, in 2019 the client sent approximately 15,000 reminders, 8,000 writ of execution and 5,500 Special Taxes (by post). The Client also sends approximately 500 financial documents (assessments, reminders, etc.) abroad on an annual basis.

Outside the scope of the assignment
The digital flow for assessments is outside the scope of the assignment. All assessments via My Government are sent by the contracting authority itself.
