Driver's License 2.0

Procurement of a new IT specialist procedure for the driving licence authority.

The object of performance includes:

a) Procurement of standard software with the following main components:

• Driving licence procedure for processing in the driving licence authority, taking into account the individual adjustments

• Driving instructor/driving school subject procedure for processing in the driving licence authority

• Introduction of an eFile

• Introduction of the associated online services in accordance with the Online Access Act (OZG)

The IT specialist procedure must be linked to an eFile. Offering companies are expected to offer their own integrated eFile solution. Optionally, the client reserves the option of connecting the city-wide eFile of Fabasoft.

b) Product extensions/adaptations: any necessary product extensions/adaptations of the driving licence procedure to the requirements of the client (including the implementation of the Munich specifics)

c) Creation of the necessary interfaces: In addition to the general interfaces to other authorities and organizations, further interfaces to municipal specialist procedures such as the ePayment platform (Paypage), the identification platform (including BayernID) and possibly to the municipal DMS for e-file management and the online form system are to be provided or newly created.

(d) Bringing about the operational readiness of the system:

• Responsibility for the installation and configuration of the specialist process up to the establishment of operational readiness in the client's infrastructure

• Support of installation and configuration on all environments (e.g. test, migration, productive and training environments) also on site at the client's premises

• Integration into the client's existing system landscape, both the server-side part of it@M's infrastructure and the client-side part of the KVR

• Commissioning of the interfaces (external and internal)

• Testing and troubleshooting of the specialist procedure and its interfaces

• Support of the introduction (go-live, early-live support), support during the ongoing project as well as during the early life operation phase

e) Data migration: Migration of the complete technical data from the FUEWeb, optionally including the D3 archive into the new specialist procedure. This activity focuses on:

• Creation of a migration concept

• Creation of a field-level mapping table between the FUEWeb technical data model and the new technical procedure

• Automated migration of the data to be migrated, optionally including the data of the D3 archive

• Testing and quality assurance of the data migration carried out

f) Training: Subsequent training for approximately 120 users (driving licence clerks as well as business and technical administrators):

- Type of training: training of testers; Number of training events: each with the delivery of a new release, max. 5 AT after the release has been made available

12 releases x 1/2 day each (6 days); Number of participants: 4-8 participants

- Type of training: Training of clerks in the general counter area; Number of training events: 5x per 2 days (10 days); Number of participants: max. 12 participants per training event

- Type of training: Training of logistics clerks; Number of training events: 3x each 2 days (6 days); Number of participants: max. 12 participants per training event

- Type of training: Training of the driving licence clerks; Number of training events: 3x each 2 days (6 days); Number of participants: max. 12 participants per training event

- Type of training: Training of driving school clerks/driving instructors; Number of training events: 3x each 2 days (6 days); Number of participants: max. 12 participants per training event

- Type of training: training of the clerks in measures; Number of training events: 2x each 2 days (4 days); Number of participants: max. 12 participants per training event

- Type of training: Training of the professional template creators; Number of training events: 4x 1/2 day (2 days); Number of participants: 4-8 participants

- Type of training: training of technical administrators, template management; Number of training events: 2x each 2 days (4 days); Number of participants: 4-8 participants

- Type of training: Training for technical administrators (introductory workshops); Number of training events: 1x 5 days (5 days); Number of participants: 4-8 participants

g) Service and maintenance: The system services for the specialist applications, which are remunerated separately by the client, only begin after acceptance of the entire system by the client, whereby all adjustments and extensions must already have been implemented by the contractor. They run for 60 months (5 years) with the possibility of optional two extensions for 60 additional months each (5 years). As part of the service and maintenance, the contractor must provide all future legal requirements before the date of effectiveness without separate commissioning by the client.

h) Further support services (demand position without entitlement to acceptance): Optimizations and extensions to better support business processes to the extent of approx. 1,720 man-hours until the acceptance of the entire system, in particular additional training services can also be requested. The other support services are to be offered for the entire period from the award of the contract until the end of the minimum contract period. The specification of the requirements according to the tender documents was made on the basis of the current requirements situation and does not constitute an acceptance obligation vis-à-vis the contractor. The quantity structure presented is based on realistic demand estimates of the client and takes into account the planning for the current status. After acceptance of the overall system, further support services will be reduced to approx. 1,024 person-hours per year. In total, the estimated cost of further support services is 6,840 person-hours.

i) Documentation: Operational manual for technical procedures, operating manual for online services, administrator manual for technical procedures and online services, user manual for the technical procedure, technical configuration and template creation, including all adjustments.
