(hereinafter Basic Agreement). Through the cooperation with other municipalities with regard to the Social Domain, the possibility of (interim) accession of municipalities is included in the Basic Agreement. The services to be contracted fall under the Social Support Act 2015.

This open-house procedure for the Wmo guidance and short-term stay for the aforementioned municipalities falls under the so-called "social and other specific services" of Directive 2014/24/EU (Annex XIV).
In the event of suitability, this tender leads to accession to the Basic Agreement. The Basic Agreement contains, among other things: exclusion grounds, quality requirements, entry and exit provisions, dialogue provisions, other and general provisions.
Only providers who are admitted to the Basic Agreement will be admitted to the underlying Implementation Agreement(s), for which the Provider must register separately. The Implementation Agreement(s) contains, among other things: the products/services to be contracted, the pricing, the funding method and implementation requirements.
Accession process to the Basic Agreement
Closing date registration Basic agreement: 29 September 2023 – no later than 12:00.
After receiving the registration and required documents to be delivered from a provider, the municipality will test them. During the test for correctness and completeness, it may be that the municipality contacts the provider for clarification or additions to the registration.
After the closing date of the Basic Agreement, (new) providers who meet the requirements set out in the Basic Agreement can be admitted once a year. If the continuity of the services to clients is compromised, during the term of the Basic Agreement, the municipality may deviate from this.
If the municipalities accept the notification, the provider will be admitted to the Basic Agreement, subject to legal procedures and fully comply with the set exclusion grounds and eligibility criteria.
Providers cannot derive from this decision any rights or claims to the assignment, to compensation for registration costs, loss of reference, loss of profit or other damage.

Providers who have registered for the Basic Agreement before 1 March 2023 at 12:00 and meet all exclusion grounds and eligibility criteria can participate in the Wmo Consultation Table to discuss the Implementation Agreement with each other and, where necessary, to come up with proposals to amend it (see articles in the Basic Agreement relating to the Wmo Consultation Table).
