Taking out a long-term loan in the amount of PLN 10,982,485.17 to finance the deficit of the Szczytno Municipal Municipality planned for 2022
1. CPV Dictionary - designation according to the Common Procurement Dictionary: 66113000-5 - credit granting services.
2. The subject of the contract is to take out a long-term loan to finance the deficit of the Szczytno Municipality. The amount of the loan will be
PLN 10,982,485.17 (in words: ten million nine hundred eighty-two thousand four hundred and eighty-five zlotys and 17/100) to be repaid over a period of 10 years starting from 2023.
3. The scope of the subject of the contract includes:
1) The Contractor shall grant the Ordering Party a loan in Polish currency in the amount of PLN 10,982,485.17 (in words: ten million nine hundred eighty-two thousand four hundred and eighty-five zlotys and 17/100).
2) The contracting authority will allocate funds from the loan to finance the deficit of the Szczytno Municipality.
3) The loan will be used to perform the following tasks:
- Documentation: construction, reconstruction of Zielona, Pomorska, Wiejska streets - PLN 130,000.00,
- Modernization of road transport infrastructure in the city of Szczytno" (tasks: Reconstruction of Broniewskiego Street, Reconstruction of Orzeszkowa Street, Reconstruction of Leśna Street, Reconstruction of Norwida Street, Reconstruction of Kolberga Street, Reconstruction of Spółdzielcza Street, Reconstruction of Klasztorna Street and Łomżyńska Street) – PLN 2,377,693.46, - Construction of Królowej Jadwigi Street – PLN 90,500.00,
- Construction of a sidewalk at Konopnicka Street (descent to the lake) – PLN 180,000.00,
- Construction of sanitary sewage system at Jaśminowa Street (documentation) - PLN 30,000.00,
- Construction of sanitary sewage system and water supply network at Miodowa Street - PLN 60,088.00,
- Development of communal areas at Królowej Jadwigi Street (documentation playground), Chopina Street (playground – documentation), Nauczycielska Street - PLN 120,000.00 - Expansion of the e-Szczytno backbone network - PLN 60,000.00,
- Construction of the stadium at Śląska Street in Szczytno – PLN 3,785,175.00,
listed in the investment annex to Resolution No XLVII/336/2022 of the Szczytno City Council of July 5, 2022 on changes in the budget of the Szczytno Municipality for 2022 and repayment of loan installments taken out in previous years in the amount of PLN 4,149,028.71.
4 . The loan will be granted for a period of 10 years, starting from 2023.
5. The funds will be released in 2 tranches in the amounts each time determined by the Borrower in written payment instructions.
6. The Contractor shall place the credit funds at the disposal of the Ordering Party within the time limit consistent with the submitted offer and after the Ordering Party has submitted a written payment order.
7. The loan will bear interest on an annual basis, at a variable interest rate.
8. The interest rate shall be equal to the base rate increased by the Contractor's fixed margin, determined on the basis of the submitted offer, throughout the loan period.
9. The interest rate on the loan will be based on the base rate set for a period of 3 months in the amount of the WIBOR 3M rate from the last business day in the calendar quarter. The rate increased by a fixed bank margin (consistent with the submitted offer) will apply to determine the interest rate from the 1st day of the next calendar quarter.
