The aim of this tender is to contract entrepreneurs who are able to provide high-quality expertise at the interface of traffic engineering and data and ICT, including algorithmics, Machine Learning, Artificial Intelligence and data science. This stems from the need to continue to monitor, use and apply recent and ongoing innovations in the field of ICT within the NDW organization, including the portfolios, NDW, National Road Database and National Access Point Mobility. In addition to the internal stakeholders, cooperation will also be actively sought and the Framework Agreement will be available under certain conditions for development and research projects and initiatives, such as DiTT lab and RWS data lab. Framework contractors will become part of the 'NDSS Society', this is a Society in which, in addition to the Framework Contractors, the portfolios of NDW, partners within the NDW network, and related organizations share knowledge about innovations, especially in the field of mobility.

The number of Requests for Quotations and Assignments that will be issued under the NDW Data Science Society (NDSS) Framework Agreement is currently difficult to estimate. The need among the NDW partners for structural collection of bicycle data in particular is growing and several partners have indicated that NDW will take care of the purchase of this data. It is expected that one to four Mini-competitions will be requested annually under this Framework Agreement NDW Data Science Society (NDSS). The maximum value of this Framework Agreement is € 7,000,000.00 excluding VAT.
