Difi manages the ‘Innovation Commitment — with the user at the centre’ on behalf of the Ministry of Local Government and Modernisation. The aim is to stimulate government entities to use innovative methods to develop uniform and cost efficient services of good quality. The scheme has a limit of 5 000 000 NOK this year and probably 5 000 000 NOK in 2017.
Difi shall procure competence within the scheme for carrying out innovation projects in and between government sectors.
The competence shall contribute to the development of uniform services that are better for the users and that give an appropriate use of resources for the management. Our experience is that the service design can, preferably, be seen in connection with profit realisation and change management in order to ensure uniform development.
We would like tenders from tenderers with competence within the following disciplines:
Service design;
Benefit realisation;
Change management.
The ambition is to get experience and contribute to good systems quickly. Difi's strategy is to enter into framework agreements with good service providers in the market. These will function as a pool where Difi, via mini-competitions, will connect service providers and government projects that together can provide the desired results. The scheme shall contribute to raising competence and building experience both in the government and at service providers. Competence transfer will be included as an important point in the mini-competitions.
