NHS Bristol Clinical Commissioning Group (CCG) is the lead Commissioner for the Patient Transport Service contracts on behalf of itself, NHS South Gloucestershire CCG and NHS North Somerset CCG.

The service was openly advertised on Contracts Finder and OJEU in September 2016.

The procurement was split into two lots with the following final definitions:

1) A PTS Journey Provider (lot 1) with:

a. An all-inclusive Call Centre provided by the PTS Provider to screen for eligibility for all patients and book all eligible journeys — Commissioners reserve the right to enter discussions with the successful bidder regarding a CCG in-house Call Centre at a later date and retain the right to not award this element to the provider at the Commissioners discretion

2) A Transport Service (lot 2) to provide patients with transport for renal dialysis and:

a. Volunteers to perform an agreed number of renal transport journeys at 45p a mile.

b. Agreed cost table based on charges and extras allowed to Hackney cabs with pass through costs for journeys performed by volunteers.

This notice informs the following:

Formal award for Bristol, North Somerset, and South Gloucestershire's Patient Transport Services (Lot 1) to E-Zec Medical Transport.

Formal award for Bristol, North Somerset, and South Gloucestershire's Renal Patient Transport Services (Lot 2) to Bristol Streamline Black and White Taxis.

The standstill period was conducted in line with Regulation 87 of the Public Contracts Regulations 2015. The standstill period commenced on the 1.12.2016 and closed on the 12.12.2016.

Type of Procedure: Accelerated Competitive Process with Negotiation. The commissioner followed a form of Accelerated Competitive Procedure with Negotiation due to urgency outside of the authority's control.
