City of Löhne, street cleaning in the city of Löhne in the period from 01.01.2023 to 31.12.2027
According to the Street Cleaning Act NRW and the Street Cleaning Statute of the City of Löhne, the city is responsible, among other things, for the regular cleaning of the streets, paths and squares dedicated to public transport within the closed location. The city operates the street cleaning as a public institution.
Insofar as the cleaning of the roadways is not transferred to the owners of the properties adjacent to it and developed by it according to the street cleaning statutes, it remains with the city of Löhne, which hereby commissions a third-party contractor from 1 January 2023 to 31.12.2027.
The respective cleaning obligations result from the street lists attached as an appendix to the specifications.
Excluded is the winter service, with which the city of Löhne has commissioned stadtwerke Löhne.
Decisive for the streets to be cleaned by the entrepreneur are the attached street directories.
Before placing the order, the entrepreneur must inform himself in detail about the local conditions in order to be able to correctly assess the scope of cleaning.
Proper cleaning includes the cleaning of the streets with all components, such as roadways, bus stop bays, parking bays, street gutters, parking strips, central islands, scratch boards, crossing aids, multi-purpose strips, the areas around the road discounts, around the flower pots, etc. as well as the removal of the resulting garbage, regardless of its origin.
For example, by using wild weed brooms, it must be ensured that no wild growth occurs on the areas to be cleaned.
If cleaning with the street sweeper is not possible, the mentioned road parts may have to be cleaned by hand, by means of a hand-held sweeper or by the small sweeper without compensation.
Flowering and foliage period impairments as well as residues from winter service activities are not considered extraordinary soiling and do not release from the cleaning obligation.
Should the cleaning be significantly delayed due to the aforementioned difficulties, the entrepreneur must ensure without request that the delays are made up for by the use of additional machines.
Parked vehicles can hinder mechanical cleaning. There is no entitlement to replacement cleaning. However, the vehicles must be bypassed within the smallest possible radius.
When drawing up the sweeping plan, entrepreneurs and the city will take into account these special situations known from the practice of recent years.
Exceptionally polluted roadways, e.g. by construction site vehicles or agricultural vehicles, do not release from the regular cleaning of these road sections.
