Complete mission relating to the study and monitoring of the execution of the construction of a new administrative city in Huy, y
including demolitions, surroundings, access and specific equipment.
PROJECT OBJECTIVE
The city of Huy wishes to bring together the majority of its services as well as those of the CPAS in a single site located in the heart of Huy.
The building will accommodate +/- 240 workers as well as many visitors (population services, CPAS, meetings, etc.)
The development of such a project, left bank, is part of the policy of revitalization of the district.
The following services will be transferred to the new site:
- General Management
- Living environment
- Teaching
- Services to the citizen
- Human Resources
- Finance Department
- Technical Department
- Culture Sport Tourism
- CPAS
Many premises will be shared (archives, meetings, waiting rooms, maintenance offices, cafeteria, etc.)
The total gross area of the building is estimated at 8,000 m².
On the one hand, the infrastructure will have to meet the requirements relating to the Master's budget envelope and program.
and on the other hand to the requirements of energy efficiency and sustainability set out in the annex "Design"
energy and environmental building" attached to the CSC.
CUT
The market is divided into 6 tranches:
- Tranche 1 (farm): Definition of the programming and sketch
- Tranche 2 (conditional): Preliminary draft
- Tranche 3 (conditional): Planning / environmental permit
- Tranche 4 (conditional): Final project
- Tranche 5 (conditional): Award of works contracts
- Tranche 6 (conditional): Execution control/PR/Final statement/RD
Note: Given the timelines within which the project must fit in, tranches 3 and 4 are likely to be
ordered at the same time. They will probably have to be carried out in parallel.
SKILLS
The complete mission of study and monitoring of the execution includes all the ordinary services incumbent on the architect (in this
including road infrastructure, sewers, etc.).
The project author will have to propose an application proposing all of the following skills:
- Architect, including design of fixed furniture other specific equipment
- Consulting engineer in sustainable architecture (energy and environmental design)
- Stability Engineer
- Special Technical Engineer (heating, air conditioning, ventilation, electricity, lighting, fire and intrusion safety,
access control, commissioning)
- Acoustician
- Safety-health coordinator project and realization
- EPB Manager
- Author of technical feasibility studies in the context of EPB obligations
- Urban planner
- Mobility expert
- Landscape architect
Detailed and complete surveys (land and buildings) are required as part of the project, surveyor services
are an integral part of this mission.
The mission includes a mission to coordinate all stakeholders.
Budget
For the execution of the works, the contracting authority has a budget of 18,700,000 EUR excluding VAT. This amount constitutes a
envelope in which must be included: see contract documents.
SUBSIDIZING POWER / DELAYS
The project is the subject of an application for subsidies to the SPW as part of the call for projects "Public buildings – Renovation
energy of buildings belonging to local authorities" (Recovery Plan)
The deadlines imposed in the call for projects must imperatively be respected:
