The contract provides for the definition of a Framework Agreement with 4 economic operators and is aimed at awarding the support service for the technical-administrative management of the investigations relating to requests for admission to the incentives of the Thermal Account, aimed at supporting the activities of the Energy Services Manager GSE SpA.

All the documentation necessary for submitting the application is available on the www.gse.it website; The tender documentation necessary for the submission of the tender will be sent only to the candidates admitted only in the next phase of the request for tender.

This call is aimed at identifying economic operators for the renewal of the service inherent in the performance of the technical-administrative investigation of requests for the granting of incentives (RCI) in order to ascertain compliance with the requirements of the reference legislation.

The preliminary investigation activity refers to the RCI presented for the interventions provided for by the D.M. 16.02.2016

In the year 2022, about 110,000 applications were received with peaks of 3,300 instances per week.

It should be noted that the practices considered less complex, i.e. those that show low risk factors in the allocation phase (about 30% of the total), may be assigned to an additional Economic Operator with whom GSE has signed other agreements. On the other hand, the practices considered to be more complex are generally instructed by the internal resources of the GSE and account for at most 5% of the total.

The RCI will be assigned, in a first phase in tranches of equal number, with specific letters of order to the contractors and, upon completion of the single order letter, the next tranche will be assigned.

The activity is divided into the following macro phases:

1. technical-administrative verification of compliance of the intervention and relevant documentation with the requirements of the reference legislation;

2. preparation of the measure with proposed outcome;

3. monitoring of any additional documentation until the completion of the investigation.
