In the present call for tenders, the contracting entity wishes to obtain a tender for an agreement on the installation of façade elements in connection with the contracting entity's turnkey contract for the construction of 100 turnkey publicly subsidised public family and senior housing units as well as a common house. The turnkey contract is carried out using the delegated client model, which means that Thors Have A/S as delegated developer must lift Fyns Almennyttige Boligselskab's (FAB) tender obligation in accordance with the Public Procurement Act. Thors Have A/S has entered into a turnkey contract with the contracting entity that the contracting entity takes over Thors Have A/S' rights and obligations under Thors Have A/S' agreement with FAB. The contracting entity must therefore lift FAB's obligation to call for tenders under the Public Procurement Act.
The tender is a re-tender, most recently published by contract notice no. 2021/S 169-441088. Changes have been made to the material and the tenderer is therefore encouraged to read the tender documents carefully.
In the present call for tenders, the contracting entity wishes to obtain a tender for an agreement on the installation of façade elements. The tender does NOT include the supply of façade elements. The tender includes the installation of façade elements on buildings 1, 2, 3, 4, 5, 6. The tender also includes the installation of façade elements on building 7. As far as building 7 is concerned, there will be installation on both the east and west façade, module 7N-7W and on the northern gable, cf. the project material, drawing TH. B08_K01_T99_H2_EXX_B07_N1005 (Contract Annex 1).
The work offered by the contract shall be carried out in connection with the total contract contract for the construction of 100 turnkey publicly supported public family and senior housing and community housing. The total contract award is implemented using the delegated builder model, meaning that Thors Have A/S as a delegate builder must lift the FAB's tender obligation under the tender act. Thors Have A/S has entered into a total contract with contracting entities to acquire the rights and obligations of Thors Have A/S under Thor's Have A/S agreement with FAB. Contracting entities must thus lift the FAB's tender obligation under the Procurement Act. The 100 general family and senior residences and community house are listed on 2 building fields; building field B0 (about 6 438 m2) and construction field B8 (about 2 470 m2), Rismarksvej 52 in 5200 Odense V acquired by the FAB from Thors Have A/S by a conditional purchase agreement for the construction of general family and senior housing as well as community house. The tender is part of the larger entrepreneurial project for the construction of the 100 turnkey family and senior residences as well as the community house located Rismarksvej 52, 5200 Odense V. The total project is offered in a number of phases. Contracting entities intend to apply the partial benefit rule in Section 8 (2) of the Procurement Act in respect of certain deliveries in the overall entry price project.
The call for tenders is carried out in accordance with the urgent procedure laid down in Article 57(5) of the Public Procurement Act, as there is an urgent need on the res yesterday of the Contracting Entity which necessitates that the deadline for tenders be shortened to 15 days.
