The City of Sastamala is asking for an offer for the city's school transport and service traffic.
The main target of the procurement is school transport for the city of Sastamala. School transports also include various school children's swimming pool transports, excursion transports, temporary transports and separate transports. In addition, the procurement includes other transports designated by the City, such as transports that are the responsibility of the wellbeing services counties (e.g. transports for schoolchildren's morning and afternoon activities), business trips for municipal residents, transports for upper secondary school students and other transports designated by the City. If necessary, goods transports with passenger transport equipment organised by the City will also be carried out.
The city of Sastamala organizes school transport primarily using the existing bus service, scheduled transport. Some of the transports specified in the invitation to tender are planned as feeder traffic to existing routes.
The service provider plans the driving routes, pick-up and drop-off points (stops) in accordance with the school transport principles and other regulations of the City of Sastamala, as well as the necessary equipment (excluding the number of accessible cars, seat numbers and fleet requirement), taking into account the requirements of the Clean Vehicles Act (740/2021).
The City of Sastamala will conduct detailed negotiations with the service provider that won the tender. Based on the negotiations, the Customer approves the routes, pick-up and drop-off points (stops) and schedules planned by the service provider as agreed. The service provider must have the electronic driving management system defined in the invitation to tender in use, for example, for route planning, reporting of completed trips and communication between different operators.
There are currently about 900 students in the transport. In addition, high school students can use transport when possible, taking into account the route of the vehicle. The start and end dates of the schools as well as the addresses of the schools are attached to the invitation to tender.
The operating model is new and, due to the annual variation in transport needs, an estimate of the actual mileage cannot be given. The implementation of the new operating model requires active cooperation between the Customer and the Service Provider.
