Pension insurance mandatories municipality and OCMW

See II.2.4).

The municipality and OCMW Rotselaar serve for the statutory pensions (1 e pillar) of their representatives to set up provisions themselves.

To cope with the future increase in pension costs, the municipality and OCMW Rotselaar want to form a financial buffer by creating a reserve in an insurance contract that yields a stable and uniform global return (type of traditional management - branch 21).

Both the municipality and the Public Social Welfare Center of Rotselaar foresee an annual payment of 7.5% on the wage bill of that year and an annual variable premium for premiums of the simulated annual pension costs (real retirement pensions to be paid and survivors' pensions to be paid). The survivors' pensions that would possibly accrue after the death of the retired mandator are not included in this calculation. A maximum of 1 type of pension can therefore be charged.

The municipality and the Rotselaar OCMW also request additional simulations in which, in addition to the annually variable single premium for the simulated annual pension costs (real payable retirement pensions and real payable survivor pensions), an annual equal payment in percentages relative to the wage bill to achieve an objective of 50% coverage ratio of the total pension obligations.

All calculations / simulations will be created separately for both boards.

The boards will be able to have new actuarial studies prepared annually by the contractor with new financing plans that include the updated situation, taking into account the changed parameters specified by the boards.

The boards will be able to adjust the degree of coverage during the course of the contract.

The premiums paid will be invested sustainably and ethically. Important criteria in this regard are attention for people and the environment, and more particularly respect for human rights, attention for avoiding investments in the arms industry and attention for environmental issues.

Language: the tenderer only uses Dutch in his oral and written relations with the contracting authority and the beneficiaries. This both in the context of the award procedure and in the subsequent implementation.
