1. The subject of the order is the delivery of BDOT and GESUT databases as part of the project entitled "e-Services in spatial information of the Limanowa Poviat" co-financed by the European Union under the Regional Operational Program of the Małopolska Voivodship for 2014-2020, Priority Axis 2 Digital Małopolska , Measure 2.1. E-administration and open resources, Sub-measure 2.1.4. E-services in spatial information, from the European Regional Development Fund.

2. The order was divided into 3 partial tasks.

The object of the order is to establish in the teleinformatic system of the Poviat Starosty in Limanowa a database of topographic objects with details ensuring the creation of standard cartographic surveys in scales 1: 500-1: 5000 (BDOT500) and the database of geodetic records of the utilities network (GESUT) in the area of the Mszana cadastral unit Dolna - municipality [Id 120709_2]. The created BDOT500 and GESUT databases should be consistent with the conceptual models of these databases specified in the Regulation of the Minister of Administration and Digitization of 2.11.2015 regarding the database of topographic objects and the base map (Journal of Laws 2015 item 2028) and the Regulation Of the Minister of Administration and Digitization of 21/10/2015 on the Poviat GESUT database and the national GESUT database (Journal of Laws 2015, item 1938).

1. The subject of the contract includes in particular:

1) Submission of geodetic work at PODGiK in Limanowa;

2) Performing the accuracy analysis of the materials being the source of the BDOT500 and GESUT databases created, among others within the scope of measurement and computational data as well as correctness of determining the source for acquiring the geometry of objects;

3) Digitization, calibration and transformation to the PL-2000 flat coordinate system shared by the Employer of analogue master map sheets and relevant overlays;

4) Creating a database of topographic objects with details ensuring the creation of standard cartographic surveys at scales 1: 500 - 1: 5000 (BDOT500) and the database of geodetic records of the utilities network (GESUT) on the area of the Mszana Dolna - gmina [Id 120709_2] record unit according to with the provisions of the Geodetic and Cartographic Law Act, the implementing provisions of this Act and the guidelines of this Description of the Object of the Order for partial order No. 1;

5) Verification of correctness and compliance with the application scheme and correctness of the created databases BDOT500 and GESUT;

6) Completing and submitting to the Ordering Party technical documentation of completed works in the form of a technical report;

7) Implementation of the created databases in the TurboEWID IT program;

8) Execution of activities harmonizing data sets of BDOT500, GESUT databases and other collections operating in BDST, including ensuring consistency of BDOT500, GESUT and EGiB databases by maintaining spatial and topological relations of these bases, by checking the conditions of interoperability and correctness of graphical reports and control of geometric relations and syntactic between base objects;

9) Handover of the initial GESUT database to entities operating networks for the purpose of issuing by these entities the opinion referred to in art. 28e of the PGiK Act;

10) Carrying out appropriate arrangements of the contents of the GESUT database with the network managers;

11) Removal of irregularities and making necessary changes to the content of the GESUT database, resulting from arrangements made and opinions issued by the authorities;

12) Handing over to the Employer documentation of the arrangements and work carried out.

2. The detailed scope and technical requirements for the execution of works are set out in the model contract for the partial task No. 1 and the description of the subject of the order, for the partial task No. 1 with attachments constituting an attachment to the ToR.

3. The ordering party requires a minimum period of guarantee for services rendered in the amount of 24 months, counted from the day of a faultless final acceptance of the subject of the contract. The warranty period over the minimum period is the criterion for the evaluation of offers on the terms specified in clause 18.2 of the ToR.

4. Period of warranty: 24 months in accordance with art. 568 § 1 of the Civil Code of 23.4.1964 (ie Journal of Laws of 2018, item 1025, as amended).
