This is a joint procurement managed by Tuomi Logistics, the subscribers of which, in addition to Tuomi Logistics, are Istekki Oy, the City of Jämsä, the Wellbeing Services County of Pirkanmaa, Pirkanmaan Voimia Oy, Pirkan Opiskelija-asunnot Oy, the City of Tampere and TAYS Development Company Ltd. Two (2) tenderers with the most favourable overall price-quality ratio will be selected for the framework agreement if at least two (2) successful tenders are received.

The service procured through this invitation to tender includes, among other things, conducting suitability assessments, mapping of leadership capabilities, familiarisation with the operating unit and its culture and operating methods, processing of personal data and interviews. With their offer, the bidders name an account manager and three test persons for the service production.

In total, approximately 30,000 people are employed by subscribers at the time of the publication of the call for tenders. The areas of operation include city services, health and rescue departments in the wellbeing services county, procurement and logistics, meal and cleaning services, rental of properties and apartments, and the development of the wellbeing services county's operations.
