Description:
Municipal waste management in the Leszno commune

The subject of the contract consists of the following parts:

Part I - Collection, removal and management of municipal waste from owners of real estate residing in the municipality of Leszno.

Part II - Collection, removal and management of municipal waste from the municipality of Leszno.

Part III - Collection, removal and management of biodegradable municipal waste from property owners residing in the municipality of Leszno.

Part IV - Collection, removal and management of biodegradable municipal waste from the Leszno commune.


Collection, removal and management of municipal waste from owners of real estate residing in the municipality of Leszno

1. Collection, transport and management (recovery or disposal) of municipal waste from the property located in the commune of Leszno, where residents reside, indicated in the order description, in a manner enabling the contracting authority to achieve appropriate levels: recycling, preparation for re-use and recovery by other methods certain fractions of municipal waste, in accordance with the provisions of the Act on maintaining cleanliness and order in municipalities, the waste management plan for the Mazowieckie Voivodeship and the current regulations for maintaining cleanliness and order in the municipality of Leszno.

2. Operation of the selective municipal waste collection point (PSZOK), which will be located behind the Commune Office in Leszno, al. Polish Army 21.

3. The service of collecting, transporting and managing waste from owners of real estate residing in the Leszno commune includes the following types of waste:

1) unsorted, i.e. mixed municipal waste,

2) paper and cardboard

3) plastics,

4) metal,

5) glass,

6) multi-material packaging,

7) bulky waste,

8) ash.

4. The Contractor is obliged to collect all municipal waste specified in point 4.1.3 .:

1) collected in containers and / or bags that meet the minimum requirements set out in the current Regulations for maintaining cleanliness and order in the municipality of Leszno;

2) issued by residents in front of the property or at waste collection points next to garbage arbors - regarding furniture waste and other bulky waste.

5. The following municipal waste will be accepted at the point for separate municipal waste collection (PSZOK):

1) construction and demolition waste,

2) used fluorescent lamps,

3) chemicals

4) worn tires,

5) waste accumulators and batteries,

6) expired drugs and chemicals,

7) waste ineligible for medical waste generated in the household as a result of receiving medicinal products in the form of injections and monitoring the level of substances in the blood, in particular needles and syringes,

8) waste electrical and electronic equipment,

9) ash,

10) waste roofing felt,

11) paper and cardboard,

12) plastics,

13) metal,

14) glass,

15) multi-material packaging,

16) bulky waste.

6. The contractor must manage the municipal waste collected in the following manner:

- enabling achievement of the levels specified in the Regulation of the Minister of the Environment of 14.12.2016 on recycling levels, preparation for re-use and recovery of certain fractions of municipal waste (Journal of Laws of 2016 item 2167) and preparation for reuse of paper, metals, plastics and glass and recycling levels, preparation for reuse and recovery by other methods other than hazardous construction and demolition waste,

- in accordance with the Waste Management Plan for the Mazowieckie Voivodeship.

7. The export will take place in accordance with the approval of the ordering party

Collection, removal and management of municipal waste from the municipality of Leszno

1. The scope of the service will include receipt, export and development of:

Mixed municipal waste with the code 20 03 01 - unsorted (mixed) determined in accordance with the Regulation of the Minister of Climate of 2.1.2020 on the waste catalog (Journal of Laws of 2020, item 10) from one container, open type o capacity of 7 m 3 and sorted waste collected as follows:

- 1100 l container (beaver) - metal waste, including packaging waste

Of metals, plastic waste, including plastic packaging waste,

- 1100 l container (beaver) - paper waste, including cardboard, paper packaging waste and cardboard packaging waste,

- 120 l container - glass waste, including glass packaging waste.

2. The containers will be arranged behind the Commune Office in Leszno, al. Army

Polish 21.

3. Containers and containers shall be delivered by the Contractor not later than 2 business days before the commencement of the contract.

4. Waste will be removed by phone or e-mail by a person designated by the contracting authority within 24 hours of notification.

5. The contractor must manage the municipal waste collected in the following manner:

- enabling the ordering party to achieve specified in the Regulation of the Minister of the Environment of 14.12.2016 on recycling levels, preparation for re-use and recovery by other methods of certain municipal waste fractions (Journal of Laws of 2016 item 2167) recycling levels and preparation for the reuse of paper, metals, plastics and glass and recycling levels, preparation for reuse and recovery by other methods other than hazardous construction and demolition waste,

- in accordance with the Waste Management Plan for the Mazowieckie Voivodeship.


Collection, export and management of biodegradable municipal waste from owners of real estate residing in the municipality of Leszno

1. Collection, transport and management (recovery or disposal) of biodegradable municipal waste, including biodegradable kitchen waste from real estate located in the municipality of Leszno, where the inhabitants reside, in a way that allows limiting the storage of biodegradable municipal waste, in accordance with the provisions of the Act on maintaining cleanliness and order in municipalities, a waste management plan for the Mazowieckie Voivodeship and the current regulations for maintaining cleanliness and order in the municipality of Leszno.

2. Operation of the selective municipal waste collection point (PSZOK), which will be located behind the Commune Office in Leszno, al. Wojska Polskiego 21 in the field of biodegradable municipal waste, including biodegradable kitchen waste.

3. Biodegradable waste may be collected by residents in containers and / or bags that meet the minimum requirements set out in the current Regulations for maintaining cleanliness and order in the commune of Leszno issued by residents in front of the property or in multi-family housing at waste collection sites.

4. The contractor is to manage the biodegradable municipal waste collected, including biodegradable kitchen waste in a manner enabling the contracting authority to achieve specified in the Regulation of the Minister of the Environment of 15.12.2017 on the levels of reduction of the mass of biodegradable municipal waste (Journal of Laws of 2017 item 2412) permissible levels of reduction of biodegradable municipal waste mass transferred to landfill.

5. The export will take place in accordance with the schedule approved by the contracting authority.


Collection, removal and management of biodegradable municipal waste from the Leszno commune

1. The subject of this part of the contract will be the collection, transport and management (recovery or disposal) of biodegradable municipal waste, including biodegradable kitchen waste from the Leszno commune, in a manner enabling the contracting authority to achieve appropriate levels: recovery of other municipal waste fractions by other methods and storage reduction mass of biodegradable municipal waste, in accordance with the provisions of the law on cleanliness and order in communes, the waste management plan for the Mazowieckie voivodship and the current regulations for maintaining cleanliness and order in the commune of Leszno.

2. Waste will be collected and collected from one container, open type with a capacity of 7 m 3 and one 120 l container.

3. Waste will be removed by phone or e-mail by a person designated by the contracting authority, within 24 hours of notification.

4. The containers shall be delivered by the contractor, not later than two business days before the commencement of the contract.

5. The containers will be located behind the Commune Office in Leszno, al. Army

Polish 21.

The contractor must manage the municipal waste collected

In a manner enabling the ordering party to achieve the limits of the weight of biodegradable municipal waste specified in the Regulation of the Minister of the Environment of 15.12.2017 (Journal of Laws of 2017, item 2412), permissible levels of the weight of biodegradable municipal waste transferred to landfill .
