The market aims to improve the energy performance of the buildings included in the different lots and therefore aims to reduce greenhouse gas emissions, compared to the baseline situation of the buildings.

To this end, the candidate will undertake, at the end of the procurement procedure, to:

a) achieve as soon as possible and maintain throughout the duration of the contract, (i) the objective of improving energy performance and (ii) the objective of reducing greenhouse gas emissions, set for buildings and expressed, respectively, in the level of primary energy consumption to be achieved and in CO2 equivalent mass.

The minimum reduction in energy consumption expected compared to the initial situation of all the buildings in the lot as well as compared to the initial situation of each building will be attached to the CSCh, it being understood that the PA may reserve the right to exclude the offer not meeting this requirement.

The PA's wish is that the objective of improving energy performance, which will emerge from the forecast commitment curve, is reached as quickly as possible;

b) respect a contractual level of service which will be defined in the CSCh;

c) train the technical staff of the PAB in the proper management of the equipment installed by the service provider.

All this while limiting CO2 emissions when teams travel, at the execution stage.
