Award of contract for a 1-year membership in Gartner, with an option for a 1 year extension. The membership will, amongst other things, provide access to research based consultancy services for Husbanken’s modernisation programme and digital vision. Gartner shall be a supplier independent collaborating partner in research, analyses and consulting.

Concrete requirements for the service in the membership are:
1) Tenderer’s analyses should be based on:
— reputable analytical models for technology development, maturity and circulation,
— reputable analytical models for ranking and positioning of providers in various markets and technology areas,
— well defined and recognised research processes
The tenderer´s methods shall be based on:
Proven and well defined methods based on best practices for classic challenges within IT and the organisation of IT:
— IT Strategy
— sourcing
— management of IT (IS Governance)
— portfolio management
— enterprise architecture
— organisation of IT
— application modernisation
— IT cost optimisation
2) Member-based services
Tenderers should be able to offer membership-based contracts with a fixed price for the various services and with well defined deliveries such as:
— role-based portals;
— free access to analysts within the programme;
— free access to analyses, methodologies, templates and tools included in the various programmes and available on the Internet.
Through dedicated portals.
— analyses both at the strategic level, including reference architecture, as well as specific, tactical advice on implementation;
3) Role-based programmes:
Tenderer should be able to offer:
— dedicated portal with relevant content for each individual role;
— analyses, methods and tools that address problems encountered in the different roles;
— easy to configure the portal for one's own needs (e.g. My suppliers, my library, my analysts, my key initiatives);
— networking possibility with other members who have similar services or role;
4) Programme for IT managers and the IT unit:
— at least one of the programmes offered must address the senior management within IT (CIO);
— at least one of the programmes offered must address the IT unit's managers in general;
— coaching of both a strategic and a tactical nature according to fixed patterns and the need for an IT senior manager and for selected IT management roles;
— at least two network meetings annually with other IT managers from the public sector, both in Norway, Scandinavia and internationally in general;
— possibility for team-based delivery of IT management and the IT unit in general;
— support the IT unit in achieving business goals through effective use of technology;
5) Tenderers shall be able to cover all aspects of the IT industry including:
— consulting to end-user organisations;
— monitoring of the participants in different technology markets;
— monitoring of technology with trends;
— monitoring of the market with market analysis;
— broad offering of professional conferences, seminars and Symposiums both in Norway and internationally;
6) Consultancy services
Tenderers must provide consultancy services in close conjunction with and based on access to the same research and analysis materials
