As part of the research project ElMobileBerlin, up to 1,000 lantern loading points in the districts of Steglitz-Zehlendorf, Marzahn-Hellersdorf and, if applicable, other public areas are to be attached to existing lighting masts that meet the requirements of the Berlin model.
“The state of Berlin has been promoting the development of charging infrastructure in public spaces for years. Against this background, the country has also received a grant notice as part of the Clean Air immediate program 2017-2020. The central object of the study within the “ElMobile” project is the construction of charging points for residents without permanent and secure access to private parking spaces with charging infrastructure, so-called lantern parking. The sub-project aims to research in practice to what extent lantern charging points in Berlin can help to develop electromobility into a real mobility alternative for this user group as well. The aim is to set up up to 1,000 lantern loading points in public spaces.
The subject matter of the order in detail is:
- the supply, installation and commissioning of 200 AC charging points to lighting systems (basic contingent) by the contractor, their connection to the Berlin model and their operation as part of the publicly accessible charging infrastructure,
- as well as the delivery, installation and commissioning of at least 300 and up to 800 additional AC charging points (optional installation contingent) by the contractor, their connection to the Berlin model and their operation as part of the publicly accessible charging infrastructure,
- the granting of non-discriminatory access to these loading facilities by the contractor,
- the general right for the contractor as a special user in principle to set up and operate loading devices on lighting systems on public roads,
- the payment of remuneration to the contractor by the state of Berlin.
The contract has a term until 31.12.2024.
In addition to the basic contingent, the state of Berlin is optionally entitled to demand the supply, installation and operation of at least 300 to a further 800 charging facilities from the operator under the terms of this contract (optional installation contingent). The state of Berlin will make use of this option if the already requested extension of the project duration of the “elMobile” project by twelve months is approved by the funding body until September 30, 2023. The country will notify the contractor in writing by 15.09.2022 at the latest if it makes use of this option.
If the country makes use of the option, it will determine the scope of the optional construction quota in consultation with the contractor. The decisive factor is in particular how many charging points can be implemented on the basis of the winning bidder's offer and the budget and project funds available for this contract, and then how many charging points can be set up technically and organizationally. Insofar as the optional creation contingent can only be set up on this basis on a pro rata basis, the construction quantities and deadlines are determined on the basis of the specifications.
