The city of Freudenberg plans to develop and redesign the historic market square and the outdoor areas adjoining it to the north.

The historic “Old Spots” located in the immediate vicinity of the market square is an architectural monument from the 17th century - the town of Freudenberg is a member of the working group Historic Town and Village Centers in South Westphalia. The measures described here are intended to implement the following goals of the city of Freudenberg in particular:

- The “old spot” is to be preserved and develop into a modern and lively residential area.

- The historical heritage is to be linked to the technologies and ways of life of the 21st century.

- Freudenberg's tourism potential and location qualities must be exploited or expanded.

- The potential for climate protection, sustainability and environmental protection is to be expanded and the quality of life is to be increased.

The implementation of the project is supported by urban development funding.

The City of Freudenberg is looking for suitable contractors to take over the necessary architectural and engineering services. The services are awarded in three lots.

The scope of services for this lot includes 1. Superordinate service — here: Organisational support and coordination of tasks 2. Planning and monitoring of site clearance and dismantling work 3. Outdoor facility planning 4. Site planning for buildings 5. Building physics consulting: thermal insulation and energy balancing 6. Planning of Transportation facilities 7. Services according to the Construction Sites Ordinance 8. Survey services

The planning includes all basic services of work phases 3 to 9 according to § 41 ff and Annex 12 of HOAI 2021 for the Seelbach run-in structure (see project description no. 1.4.1.5).

In addition, the following special services must be provided.

Special services in site management:

1.) Local construction supervision, in particular a) plausibility check of the layout b) Monitoring of the execution of the construction work c) Assistance in instructing the contractor on the construction measure d) Monitoring the execution of the object for compliance with the documents released for execution, the construction contract and the specifications of the e) Checking and evaluating the eligibility of supplements f) Performing or arranging control checks g) Monitoring the elimination of defects identified during acceptance of services h) Documentation of the construction process i) Collaboration with the executing companies and checking the allowances j) Participation in official Acceptances k) Assist in the acceptance of services and deliveries l) Invoice audit, comparison of the results of the invoice checks with the order amount m) Assist in monitoring the check of the operability of the plant parts and the entire system n) Monitoring the execution of load-bearing structures in accordance with Appendix 14.2 HOAI 2021 of the fee zones I and II with very low and low planning requirements for compliance with the proof of stability (reinforcement acceptance) Structural design includes all basic services of work phases 3 to 6 according to § 49 ff and appendix 14.1 of HOAI 2013 for objects 1.4.1.4 (barn as stage, reception, tourist point and café), 1.4.1.6 ( open barn), 1.4.2.3 (bridge and footbridge over the Seel stream) and 1.4.2.4 (beach barn with toilet), as well as the static structural design of the retaining walls integrated into the landscape planning of the project description.

In addition, the following special services must be provided.

Special services in the preparation of the award and in the participation in the VergaBE:

1. sewage, water and gas installations,

2. heat supply systems,

3. ventilation systems,

4. high-voltage systems,

5. telecommunications and information technology systems,
