The purpose of this procedure is to select the companies that may provide the school transport service, in the form of taxi or similar, in the Consell Comarcal del Baix Penedès. In essence, the service to be contracted consists of attending the school transport, in taxi mode or similar (cars in the modality of rental with driver), of minors within the school period, both with adapted vehicles with companion, and with ordinary vehicles with or without companion, in order to implement policies of integration of work and family life, as well as serving as a measure to facilitate the schooling of students
The typology of services that constitute the subject matter of the framework agreement is identified from the common procurement vocabulary (CPV), Regulation (EC) 213/2008, amending Regulation 2195/2002 of the European Parliament and of the Council on the common procurement vocabulary (CPV) and Directive 2014/24/EU of the European Parliament and of the Contracting Council, regarding the revision of the CPV: 60120000-5 Taxi services.
The Framework Agreement aims to standardize a minimum of three (3) and a maximum of ten (10) companies capable of providing the service. In this sense, when they present their proposals they will state that they have administrative authorization for public transport (VT or VTC) for the provision of intercity taxi service or similar, that they accept the maximum range of prices provided for each line, the registration number of the attached vehicle, number of available seats (including the person driving), environmental typology, age and accessibility (adapted) of the vehicle.
The framework agreement determines the number and typology of each line, which in the based procurement will be equivalent to one lot. The lines covered by the framework agreement are listed in the PPTP, technical requirement No. 2. However, the specific route may vary depending on the needs of the service, remaining within the established typology. If this typology had to be varied, the modification procedure provided for in clause 7.6 of the PCAP would apply.
